Within a year, the VA started a review of its entire asset portfolio, rethinking its core mission and how best to enhance services to veterans. As a result, the energy project was put on hold. Two years after a VA study of what type of capital asset realignment should be done in the Chicago area, the energy study was reopened. "The North Chicago site," says Ed Bradley, the VA's program leader for energy, "was good to go as a medical center and would be a part of that realignment. We revitalized the original energy project at that time." The VA is the second-largest cabinet agency and has an inventory of sites that includes 168 hospitals and hundreds of other medical facilities, such as nursing homes and outpatient clinics, throughout the US. About 4.5 million veterans and family members receive care from the VA each year. With the rising costs of providing health care, the VA constantly looks for ways to reduce other costs so that more dollars can go directly to providing medical services. The cogeneration (combined heat and power or CHP) concept has been around for nearly 20 years. Other federal agencies using it include: the Department of Defense, US Mint, General Services Administration, and US Postal Service. "We are interested in a centralized cogeneration facility," Bradley says, "in lieu of just doing small-scale combined heat and power or putting down a packaged generator to basically do peak shaving."

Monday, May 24, 1999 (Dr. Samuel Shelton, advisor) "Micro-Cogeneration Optimal Design for Service Hot Water Thermal Loads" Abstract Decentralization of electric power generation is being encouraged by the initiation of electric utility deregulation combined with the availability of efficient small gas turbine generators. These decentralized power generation systems make possible the use of the waste heat normally rejected at central power plants. Economic justification of these cogeneration systems generally require a high thermal load factor, high utility electric costs, and relatively low gas costs. These factors appear to be favorable in athletic club facilities with a high and nearly constant hot water demand for showers. Field data was obtained for such a facility using about 20,000 gallons of hot water per day. A cogeneration system was then designed using recently introduced gas turbine equipment. The cogenerator size was economically optimized using the statistical profile of the thermal load data.

Indirect Heating of Thermal Fluids
General
Many operations, requiring energy delivery to a liquid-phase (and/or fluid) stream, require a physical barrier between the fossil burn (energy release) and the process stream. The barrier reduces heat transfer efficiency, but is often necessary. Traditional systems depend upon heat delivery via heat exchangers, fire-tube schemes (heating coils, or multi-pass fluid heaters) and other methods. Many of these systems use flame induced, radiant based heating to rapidly deliver well over 50% of the required energy.
Process Uses Situations involving high (and/or variable) pressure systems, separation/purification operations, multi-phase operations, systems impeded by oxidation (or other possibly reactive/degrading components of combustion), and/or strictly maintained closed-loop systems are common boundaries to direct heating of process streams. More specific operations and their manufacturing environments include:
