  • In 1999, for only the second time in United States history, the Senate conducted an impeachment trial of a President. The acquittal of William Jefferson Clinton on February 12 came as no great surprise, given the near party-line vote on impeachment charges in the House of Representatives leading to the trial. Despite its predictable outcome, the impeachment trial of President Clinton is well worth studying, both for what it says about the failure of the judiciary and political institutions to respond adequately to an unprecedented situation, and what it tells us about the failures of Bill Clinton, the all-too-human occupant of the nation's highest office. The trial also raises fascinating questions about the distinction between public morality and private morality. [

    Click on the photo to enlarge! Bill (William Jefferson) Clinton U.S. President Bill Clinton was born William Jefferson Blythe the 3rd in Hope, Arkansas in 1946. A graduate of Georgetown University and Yale Law School, and a Rhodes scholar, he was a lawyer and (1974-76) law professor. In 1974 he was an unsuccessful Democratic candidate for the U.S. Congress from Arkansas.
    In 1976 he was elected Arkansas attorney general, and in 1978 he won the Arkansas governorship, becoming the nation's youngest governor, but he failed to win reelection in 1980. He ran again in 1982 and won and was reelected twice (1986, 1990). A moderate Democrat, he headed (1990-91) the centrist Democratic Leadership Council.
    In 1992 he won the Democratic presidential nomination, and he and running mate Al Gore defeated President George Bush and independent candidate Ross Perot in the presidential election. He won (1993) passage of a national service program and of tax increases and spending cuts to reduce the federal deficit. He also proposed changes in the U.S. health care system that ultimately would provide health insurance coverage to most Americans but was unable to win passage of his plan. In 1994 he sent U.S. forces to Haiti as part of the negotiated restoration of Aristide's presidency.

    Report, May 1, 1999 Free Email Newsletter Contribute to Human Rights Watch The situation in Nigeria has substantially improved over the last year, and the inauguration of President Obasanjo on May 29 brings hope that the long series of military governments in Nigeria may be over. Following the relaxation of repression by President Abubakar, President Obasanjo has himself taken significant steps to improve respect for human rights. Nevertheless, there are huge areas of law and practice that still need reform. In particular, we would like to highlight and ask that you raise the following issues with him during his visit.
    Investigation of past Human Rights Violations Immediately after he became head of state, President Obasanjo announced the appointment of a seven-member commission chaired by a retired Supreme Court judge, Justice Chukwudifu Oputa, to investigate "mysterious deaths" and assassinations and other human rights abuses under the military governments in office since 1984 and to make recommendations to redress past injustices and to prevent future violations. Recently, the commission's mandate was extended back to 1966, the date of the first military coup, and will therefore take in the events of the Biafran war. The commission has been widely welcomed by human rights groups in Nigeria, though it is not yet clear exactly what mandate, powers, or budget it will have, or the date by which it will have to complete its investigation and present a report.

    Introduction
    Preserving law and order has historically been a Republican issue. Barry Goldwater, Lyndon Johnson's losing opponent in the 1964 presidential race, was the first to campaign on crime control in an attempt to counter the prevailing "liberal" mood of the 1960's. Following Goldwater's lead, Richard Nixon called for an increase in punitive crime control measures and a "war on drugs" that led to an increase in incarceration for low-level drug offenders. The Republican National Committee's unleashing of the now famous "Willie Horton" advertisement during the race between Vice President George Bush and Massachusetts Governor Michael Dukakis solidified the rhetorical advantage held by Republicans in the law and order arena.

He was the first Democratic president since Franklin D. Roosevelt to win a second term. He could point to the lowest unemployment rate in modern times, the lowest inflation in 30 years, the highest home ownership in the country's history, dropping crime rates in many places, and reduced welfare roles. He proposed the first balanced budget in decades and achieved a budget surplus. As part of a plan to celebrate the millennium in 2000, Clinton called for a great national initiative to end racial discrimination.     Bill Clinton was born William Jefferson Blythe III on August 19, 1946, in Hope, Arkansas, three months after his father died in an automobile accident. In high school, he took the name of his step father, Roger Clinton of Hot Springs, Arkansas.
    Bill Clinton graduated from Georgetown University and was awarded a Rhodes Scholarship to Oxford. He received a law degree from Yale in 1973. After graduation, he returned to Arkansas and taught law at the University of Arkansas before entering politics. His 1974 campaign for Congress ended in defeat, but two years later he was elected Arkansas Attorney General.
    In 1975, Bill Clinton married Hillary Rodham, whom he had met while a law student at Yale. In 1980 Chelsea, their only child, was born.
    Bill Clinton was elected governor of Arkansas in 1978, but lost a bid for reelection in 1980. He regained the governorship four years later and served until 1993. During his 12 years in office, Governor Clinton earned national recognition for his progressive programs, especially his efforts to improve the quality of public education.
    After a tough primary campaign, Bill Clinton won his party’s nomination and went on to defeat Republican President George Bush, and independent candidate Ross Perot in the 1992 presidential race. When President Clinton won reelection in 1996, he became the first Democrat since Franklin D. Roosevelt to win a second term.
