The Civil War is a major collecting focus for the University Libraries. Manuscript collections contain letters and diaries from both Union and Confederate soldiers, homefront letters, memoirs, and contemporary research files. The backbone of the printed collection, located in the Special Collections' Rare Book Room, is the Elden E. Josh Billings Collection which consists of approximately 6,000 monographs. Subsantial subsequent donations of books have come from Homer E. and Margaret Davis and Ronald Alt. Since 1996, the book collection has been enhanced with acquisitions made possible through a generous grant from the George R. Wallace Foundations. CIVIL WAR. The sectional controversies that divided the North and South in the 1850s deeply troubled Texans ( see ANTEBELLUM TEXAS). While most Texans had a strong attachment to the Union that they worked so hard to join in 1845, they expressed increasing concern over the attacks upon Southern institutions by Northern political leaders. Although only one Texas family in four owned slaves, most Texans opposed any interference with the institution of slavery, qv which they believed necessary for the continued growth of the state. Many Texans considered the election of Abraham Lincoln to the presidency (November 1860) as a threat to slavery. They urged Governor Sam Houston qv to call a convention of the people to determine what course of action the state should take. Houston, devoted both to Texas and the Union, paid little heed to these requests, refusing to take any step that might aid secession. qv The demands for a convention increased, however, with the secession of South Carolina in December 1860 and the calling of state secession conventions in Mississippi, Florida, Alabama, Georgia, and Louisiana in early January. A group of secessionist leaders, including O. M. Roberts, John S. (Rip) Ford, George M. Flournoy, and William P. Rogers, qqv issued an address to the people calling for the election of delegates to a state Secession Convention qv in early January. Houston attempted to forestall the convention by calling a special session of the legislature and recommending that it refuse to recognize the convention. Instead, the legislature gave approval to the convention, on the condition that the people ratify its outcome by a final vote.

The Federal Soldiers' Home in St. James, Missouri was established in 1897 to provide a home for indigent Union veterans of the Civil War or veterans of the Mexican War. Wives and widows of veterans, and army nurses also were also allowed admittance. Although veterans of the Spanish-American War, the Philippine Conflict and World War I lived later at this home, approximately 90% of the individuals indexed in this book had a Civil War connection. T he Kentucky Civil War Sites Preservation Program was developed in 1991 to conduct the Civil War Sites Advisory Commission Survey of the eleven principal battlefields located within the Commonwealth of Kentucky. These include: Barbourville, Camp Wildcat, Ivy Mountain, Rowlett's Station, Middle Creek, Mill Springs, Richmond, Munfordville, Perrryville, Paducah, and Cynthiana.

In addition to these endeavors, the Kentucky Heritage Coucil has led efforts to develop partnerships between state and local government entities that are working closely with area residents and national Civil War preservation organizations to preserve, protect and interpret Kentucky's other Civil War sites. These include: Camp Nelson, Fort Duffield, Columbus-Belmont, Fort Heiman, Fort Sands, Fort Smith, the Battle of Sacramento, the Battle of Tebbs Bend, Fort Boone, the fortifications of Northern Kentucky and sites in Lebanon, Bowling Green, and Clark County.
