    "ESL programs are the fastest growing component of the state-administered adult education programs. In 1997-98, 48% of enrollments were in ESL programs, compared to 33% in 1993-94. Of these 48% enrollees, 32% were in beginning ESL classes, 12% in intermediate, and 4% in advanced." (See the ESL fact sheet from the National Institute for Literacy as wll as the LINCs ESL Special Collection for numerous informative resources) The field of adult education is chronically underfunded and understaffed, particularly in the area of ESL/Civics professional development. As with most adult education professionals, ESL/Civics teachers rely primarily on inservice professional development to better their teaching skills and knowledge. This webquest is an inservice professional development tool. The goal of the webquest is to be a useful inquiry model to help ESL/Civics teachers expand their professional expertise and knowledge, and teach their adult learners about the Bill of Rights in partial preparation for the INS citizenship test. After completing the webquest, you will not only have much more Bill of Rights knowledge and many more resources at your fingertips, but you will also have several lesson plans to share and utilize directly in your classrooms.

    The Internet, with its unique capabilities for instantaneous global communication, is rapidly becoming a valuable resource for civic educators, both those involved in K-12 citizenship education and those involved in international civic education for democracy. For K-12 teachers, the Internet is a source of classroom tools and resources such as curriculum guides and lesson plans; the full text of the United States Constitution and other pertinent documents as well as those of other nations; and numerous examples of grassroots civic participation in progress in the United States and other established, authentic constitutional democracies, and in fledgling democracies such as those of Eastern Europe. On the international level, numerous government, non-government, academic, private, and grassroots cooperative projects on civic education for democracy are uniting people from all over the world; the Internet enhances and furthers these projects' goals by fostering long-distance communication among project participants and expanding opportunities and resources for topics and activities ranging from comparative study and curriculum planning to grantseeking and networking with other civic educators. The full text of government documents, conference proceedings, seminar and workshop schedules, listservs, websites of grassroots civic organizations, national election results, requests for proposals, on-line databases and library catalogs, photographs, and video and audio files are just a few of the resources available on the Internet for research, networking, or curriculum development by civic educators.

    Welcome to the English Literacy/Civics Home Page Overview
    The purpose of the EL/Civics Web site is to provide instructional support to ESOL tutors working to meet the language and language-related needs of their learners. Tutors will find here a collection of lesson plans, instructional materials and Web sites to use in part or “out of the box” depending upon their learner’s needs. The lessons posted here were designed for use in small classes of intermediate-level learners over the course of several 6-8 week sessions. However, tutors will find that the methods and materials are easily adaptable to individual and paired learner environments, and to other competency levels. The content of each session varies as a result of learner interest surveys, which revealed the need for instruction in the areas of healthcare and employment in addition to the required civics content.     1. Have your students find pictures or photos of their family at home.
    2. Ask them to bring in their photos and pictures for their project.
    3. Get each student to scan their photos by placing them all on the scanner at once.
    4. Save the scanned picture as "............... - family scan". 5. Open a drawing program and begin a new document. 6. Open the file "............... - family scan" at the same time. 7. Select, copy and paste each picture from the scan into the blank document. 8. Do this for all of the photos. 9. Close the scan file. 10. Arrange the pictures in a family tree layout. 11. Use the drawing tools to join up the different branches of the family so the collection of pictures makes sense. 12. Using the text tool, name each of the people shown fill in their date of birth/death.

    Students will understand the following: The events referred to as Watergate lead to major repercussions and much investigation. Watergate can be compared and contrasted to other scandals associated with the White House. Materials For this lesson, you will need: Reference materials (news stories and analyses) published at the time of the scandals under study and materials published subsequently Index cards for note taking Procedures After your class has studied Watergate, initiate a discussion of other White House scandals. Students or you should bring up at least the following four: Teapot Dome, Iran-Contra, Whitewater, and Lewinsky. Regardless of how much or how little students seem to know initially about the four other scandals, explain that you expect each of them to become fully informed about one. Explain that you also expect each student to write a detailed and fully documented comparison-and-contrast report on Watergate and one other White House scandal.
