As a former elementary school teacher in the Denver metropolitan area, I had the opportunity to work with students from diverse backgrounds and become part of a community of teachers who actively sought to make their instructional practices relevant and equitable for all students. In addition, I was able to serve on multiple teacher-comprised committees, at the district level, that allowed me to truly participate in collegial curriculum-building activities. These experiences helped form and deepen my commitment to socially aware and justice-oriented forms of education. It was with that commitment in mind that I returned to CU as a teacher educator. I hope to convey to all my students the need for and possibilities of transformative, equitable, and engaging forms of pedagogy. Persistently low scores on national civics and history assessments. High-school graduates who can't find Iraq on a globe. [ILLUSTRATION OMITTED] These are just some of the symptoms of civic education gone awry. To some observers, they suggest that efforts to teach students the skills and knowledge necessary to participate in democratic life are at best ineffective. Others believe that the schools are simply not trying hard enough. And still others question whether public schools should even be involved in shaping students' civic values. To some degree, education will always be civic in nature. But where should the lines be drawn? Who should determine what will be taught? And how can the nation ensure that students emerge with an understanding of their country's history and most cherished values?

After the communist tyrannies in Europe fell in the early 1990s, countries there began changing to governments based on democratic ideals. The shift to democracy was monumental for countries moving away from a system where all decisions were made without input from the people. With new and unfamiliar expectations suddenly placed on citizens, it became evident that people would need to be educated about the new form of government. Looking for assistance, these countries found Civitas, an International Civic Education Exchange Program administered by the Center for Civic Education (CCE). Civitas supports collaboration between the United States and emerging democracies to help make democratic ideals a reality. The Civitas International Civic Education Exchange Program, which is active in more than 22 U.S. states and 30 countries, provides leaders in civic education opportunities to learn from and assist one another in improving education for democracy in their nations. The program is funded through a grant from the Office of Educational Research and Improvement of the U.S. Department of Education in cooperation with the U.S. Department of State and its affiliated offices throughout the world (CCE 2001). Civitas addresses civic education activities from the development of educational policy, standards, curricular frameworks, and materials to teacher education, classroom implementation, and research and evaluation (CCE 2003).

    Americans are rightly concerned that schools are not providing students with the knowledge and habits necessary to be good citizens. With the notable exception of volunteer activity, every form of civic engagement among the young has declined. About half of those aged 18 to 29 voted in the 1972 presidential election. By the 1996 election, however, the share had dropped to less than one-third. While 58 percent of college freshmen polled by UCLA in 1966 considered it important to keep up with politics, only 26 percent thought so by the end of the 1990s. Even though young Americans are more educated than ever before, they pay far less attention than previous generations did to traditional news sources like newspapers and network television. And few of them use new media such as the Internet to replace traditional sources of news about world events. In response to these trends, increasing attention is being paid to civic education in the schools. But strangely, at a moment when the schools seem capable of becoming a bulwark against civic dis engagement among the young, a rising chorus of skeptics is casting doubt on the whole enterprise of civic education. In practice, they charge, civic education is ineffective and potentially harmful. The materials used in social studies courses, where most schooling about the political process occurs, are too often built on a foundation of moral relativism, cynicism toward received traditions, and, as Chester Finn puts it, “Undue deference to the ‘

    Teaching American History and Civic Education All Americans must have a complete understanding of our history to be effective and engaged citizens in our democratic society. Yet according to the U.S. Department of Education's National Assessment of Education Progress study, which tracks both Civics and American History understanding among K-12 students, less than one quarter of America's students are proficient in either subject. On September 17, 2002, President George W. Bush observed the 215th anniversary of the signing of the United States Constitution by announcing new policies and initiatives to support the teaching of American History and Civics and provide Americans with greater access to some of our country’s national treasures. To illustrate the good work being done as part of the President’s initiative, USA Freedom Corps is highlighting the Civics and American History projects offered by the Administration’s agencies and programs.
