The Ch'in
Ancient China had always been a collection of more or less independent states in the north of China. The Shang and the Chou dominated the political landscape as the most powerful of those states, but they did not exercise uniform rule over neighboring regions. When the Chou began to weaken around 500 BC, these independent states began to war among themselves over territory and influence. So chaotic was this period that the Chinese refer to it as The Warring States period , and it did not end until the whole of north China was unified under a single empire, the Ch'in dyansty.
In Chinese history, the Ch'in are the great, evil dynasty, but Western historians often stand in awe of the Ch'in. They were repressive, autocratic, and frequently cruel, but they were also brilliant political theorists and reformers who historically brought about one of the most energetic periods of Chinese government. Their story, however, is a very brief one. For from the time the Ch'in unified China in 221 BC, to the time of their fall fifteen years later in 206 BC, not even a generation had passed. For all that, so massive was their accomplishment that our name for China is derived from the Ch'in.
The Ch'in were a small state in the western reaches of the Wei River. As with all states during the Warring States period, the Ch'in pursued an aggressive policy of territorial expansion. The Ch'in, however, had one great advantage: they had adopted a new style of government based on the principles of the Legalists. Ultimately based on Confucianism, Legalism held that human beings were fundamentally base and selfish and had to be strictly controlled through laws. These laws were effective only if punishments were severe and certain, so the Ch'in kingdom was frighteningly autocratic. But Legalist philosophy also demanded a strong central government, a strong military, a tightly controlled economy, and the strict regimentation of the citizens of the state. As a result, the Ch'in kingdom grew powerful and wealthy in a very short time.

Monsanto Receives Final Safety Certificates from Chinese Government for Biotech Imports Good News for Growers as these Approvals Ensure Continued Trade ST. LOUIS (Feb. 23, 2004) - The Chinese government's approval today of the final safety certificates for the importation of grain from biotech crops is good news for growers who plant crops improved through biotechnology. China is a very important market for soybeans where imports have continued under an interim process for the past two years. Issuance of these final safety certificates will allow for a more predictable process for traders and continued trade of Roundup Ready soybeans. "American growers who plant biotech crops should know that yet another significant importing nation has recognized the safety of these products," said Jerry Hjelle, Ph.D., Monsanto's vice president of regulatory affairs. Hjelle said that Monsanto received safety certificates for import of five commercial products in soybeans, corn, and cotton, thereby allowing farmers greater choice in how they produce their crops, control insects and decrease weeds. Bad Trade: The Cuban Embargo and the Future of the World Trade Organization
Brad DeLong March 25, 1997; draft 3.0 We all know why trade with China is vital. Trade with China gives executives and entrepreneurs contact with the liberal democratic civilization of the industrial west. It shows them that things do not have to be as they are in Chinawith all power in the bloody hands of a narrow oligarchy and a broader party of boot-lickers. Although China's human rights record has been abysmal, the best way to change this is to "engage" China so that its government has a stake in the good opinion of the rest of the world. We also all know why no trade with Cuba is vital. Trade would give Fidel Castro and his lieutenants a powerful boost. Prosperity from trade would strengthen the regime, and delay democratization. The best way to nurture civil society and dissent in Cuba is by embargo. Castro and his high party officials are not personally impoverished, but that is the point: only by making the material economic failure of the Cuban regime crystal-clear can the U.S. "help" Cuba. So far this is bipartisan Washington hypocricy. Congress is eager to vote for sanctions on Cuba, and reluctant to vote for sanctions on China. The President is eager for "engagement" with China, and happy to sign the Helms-Burton Act punishing Cuba. But today's inconsistency is no worse than under George Bush, Ronald Reagan, or before. The legacy of the Cold War, the hatred of Castro by immigrants from Cuba, provocations like the shoot-down of "Brothers to the Rescue" planes over international waters (along with Castro's belief that he is strengthened mightily by confrontation with the United States) have brought us here, where American politicians are comfortable with one set of principles for the Caribbean and another for the Pacific. The embargo has been tough luck for twelve million Cubans who cannot buy or sell in the U.S. But so far it has made little difference otherwise.

Microsoft on Friday signed a pact with the Chinese government to reveal the Windows source code, making China among the first to benefit from its program to allay the security fears of governments. In addition, Microsoft Chairman Bill Gates hinted that China will be privy to all, not just part, of the source code the government wishes to inspect. The Chinese government and military have previously stated their preference for the rival Linux operating system because its source code is publicly available. Without knowing the inner workings of an operating systema fact revealed by its source codegovernments like China fear that backdoors may be installed to leak sensitive information. The China Information Technology Security Certification Center signed an agreement to participate in Microsoft's Government Security Program ( GSP Wu Shizhong, director of the center, reaffirmed that IT security is a key issue for the government.

Joint WHO, Food and Agriculture Organization and Chinese government mission on SARS animal reservoir and possible transmission to Humans A joint team of specialists from the Chinese government, the World Health Organization and the United Nations Food and Agriculture Organization (FAO) is in China to help design further investigations into a possible animal reservoir of the SARS coronavirus. The experts visited Guangdong province from 13 to 19 August, where they conducted field visits to markets and farms, research centres, and human health facilities. They also consulted with local officials. The team, which began its work in Beijing on 11 August, returned to the capital on 19 August and will report to senior officials at the Ministry of Science and Technology, Ministry of Agriculture and Ministry of Health officials on 21 August. The team is comprised of animal and human health experts, as well as specialists in tracking animal reservoirs for human diseases. The mission is being jointly led by WHO’s Dr Pierre Formenty, a Geneva-based Zoonotic Disease specialist and Dr Xu Jianguo, Director of the National Institute of Communicable Disease with the China Center for Disease Control and Prevention. Dr Formenty stressed that the investigation remains a work in progress and that the mission’s objective is to determine what further studies are needed to explore the potential for an animal reservoir. “The mission is not intended to provide a definitive answer about an animal reservoir for the SARS coronavirus,” says Dr Formenty. “To be able to implement SARS control and prevention measures, we need to know where it comes from. But unfortunately, a lot of question marks still remain; and as with other diseases, it could be years before the animal reservoir is discovered.”
