Abecia's three-volume diplomatic history, for example, is a comprehensive synthesis of this often neglected topic (item bi 89005283). Tristan Platt studies the reaction of Bolivia's Indian population to the white/mestizo society's attempt to control them (item bi 89005555). The new law aims to better preserve the island's culture The Chilean government is considering limiting migration to the world-famous archaeological site of Easter Island.
The move is a bid to stop the indigenous population from being overrun by people from the mainland. Easter Island has been part of Chile since 1888 and is best known for its giant carved stone statues. The initiative is part of a broader proposal for a new law to administer the island. It has received a mixed response from islanders. The detailed plan includes greater local decision-making, better transport and a new commission to try and preserve the local culture. Residency rules The new law is expected to be unveiled in a couple of months. The plan does not discuss autonomy for the island, and some indigenous people have criticised it for not going far enough.

Col Mario Manriquez was indicted by a judge investigating the killing of Victor Jara in September 1973. Mr Jara, a popular artist and a member of the Chilean Communist Party, was beaten and shot by soldiers allegedly under Col Manriquez's command. Col Manriquez was held at army barracks but is likely to appeal the decision. "Today is a happy day for Chile's culture," said Nelson Caucoto, a lawyer for Mr Jara's British wife, Joan Turner. He said the arrest was significant because the army had released information to the courts, raising hopes for the resolution of cases dating back to Gen Pinochet's rule between 1973 and 1990. Beaten and shot Mr Jara, who was 38, was tortured and killed on 11 September 1973 at a stadium being used as a detention camp by the Chilean military.

This is a battlefield, he says. A very strong cultural clash is taking place, says José Nain of the All Lands Council, a militant Mapuche group in Temuco, the regional capital. FACE OFF: José Quintrel, a Mapuche Indian, stands before eucalyptus trees planted by a logging company on land that his people claim as part of their ancestral territory. TIM VANDENACK The Chilean Wood Corp. (Corma), an industry lobby group, estimates that Mapuche land occupations, torchings of forests, destruction of logging company machinery, and attacks on workers - have cost the firms $15 million since late 1998. Among recent skirmishes was a Mapuche protest in February, which has stalled tree-cutting around Domingo Trangol. The pine forests around the Mapuche community of Santa Elisa, northwest of Temuco, bear the scars of the conflict. In one patch, the trees are burned black, with stumps for branches or dead, red pine needles - after a January attempt to force Millalemu, the logging subsidiary of Terranova, a holding company controlled by Swiss businessmen, to retreat from the area. Juan Bautista Ancapi, a Mapuche leader in the community, explains:
