Vehicle collisions are the leading cause of injury and death in children. Approximately 85% of all child safety seats are installed incorrectly. Unfortunately, unrestrained or improperly restrained children are far more likely to be injured, to suffer more severe injuries, and to die in the event of a crash. Child Passenger Safety Seat Program
The Flagler/Volusia Child Passenger Safety Seat Program has issued over 1,400 safety seats to parents since its inception in 2000. This year the program offers discounted safety seats to the public while they last. Statistics indicate that 95% of child passenger safety seats are improperly installed, thereby greatly reducing their effectiveness. Members of the program work to educate the public by participating regularly in community events in Central Florida that help get the word out regarding child safety. Volusia County Fire Services currently has 16 fire stations open on a 24 hour basis that are designated child safety seat fitting stations where a parent can get advice from a trained Child Safety Seat Technician, at their convenience. Signs outside of the buildings identify the stations as fitting stations. Fifty-six of our firefighters have made the commitment to become trained child safety seat technicians by completing 45 hours of training. When a parent or guardian arrives at a fitting station, the child passenger safety seat will be examined to be sure it is safe, not on a recall list and installed according to specifications. The Child Safety Seat Technician will take the time to show the parent or guardian how to properly install the seat and answer any safety-related questions. Volusia County has one of the lowest automobile death rates for children within the state and has not experienced any deaths to children properly restrained in a child passenger safety seat since the inception of the program in 2000.

The problem was caused by what is called buckle crunching. It occurs when the metal frame of the childseat rests on the receiver of the carseat. The DOE says a properly secured seat could mean the difference between life and death in an accident. Clair took the seat back to Toytown in Coleraine where she bought the seat and asked them to change it. When we contacted them they changed their mind. According to the Illinois Child Passenger Protection Act:
  • All children under the age of eight years must be secured in an appropriate child restraint system.
  • Children weighing more than 40 pounds may be transported in the back seat of a motor vehicle while wearing only a lap belt if the back seat is not equipped with a lap and shoulder belt system for booster seat installation.
  • Children and young people, eight and up to sixteen years of age, must be secured in a properly adjusted safety belt in any position in the vehicle.
  • The parent or legal guardian of a child under the age of eight years is responsible for providing a child safety seat to anyone who transports his or her child.

MIT, Cambridge Police to host first child safety seat checkpoint
May 3, 2000 CAMBRIDGE, Mass. The MIT Police Department will conduct a Child Passenger Safety Checkpoint to teach parents and caregivers how to properly install a child safety seat or booster in their motor vehicles. The checkpoint event will take place at MIT's Kresge parking lot on Amherst Street, from 10am - 2pm on Friday, May 5th. The checkpoint program is sponsored by the MIT Credit Union in conjunction with the MIT and Cambridge Police Departments. The first of its kind in the Boston area, it is free and open to the public on a first-come, first-served basis. "The Child Passenger Safety Checkpoint program is another example of excellent teamwork between the Cambridge Police and MIT Police to assist the MIT and Cambridge community with a public safety tool. Sgt. Vossmer and I are very appreciative of the involvement of the MIT Credit Union in sponsoring this program and we look forward to assisting parents with proper safety seat installation instructions," said Anne P. Glavin, Chief of MIT Campus Police. Motor vehicle crashes are nationwide the leading cause of unintentional injury-related deaths for children ages 14 and under. Child safety seats, when correctly used, are 71% effective in reducing the risk of death for infants and 54% for toddlers in a crash.

The biggest problem with child seats is the improper use of locking clips, according to one government study. Nancy Delaney remembers loading her youngsters into the station wagon and driving from Michigan to New York to see relatives. It was only 20 years ago—but looking back, she may as well have been on another planet. Like most parents at the time, she didn't even think about child seats. "I was very lucky," she said. "I went everywhere with these children. I would pack them all in. It was like a playpen back there [with her brood of five]." Delaney would never, ever, do that today. One of the first certified child seat technicians in the United States, Delaney, who is the coordinator of the child safety program at Children's Hospital in Detroit, no longer takes for granted children's safety in cars. And she advises you not to, either. Motor vehicle crashes are the single largest cause of child fatalities in the country, responsible for more than 1,800 deaths of youngsters age 14 and under each year, according to the National Safe Kids Campaign. The Washington D.C.-based child safety advocacy group estimates another 280,000-plus children are injured each year while riding in vehicles.
