Carol Weisflock. The Oct. 14th Optimist meeting was conducted by our new President, Mike Avery. He asked for reports on the Candidate Forum held Oct 10th at the Gretna High School. Reports were that the turn-out of voters was small, but that they held a lively forum. Pizza sales by the Optimists at the Gretna Homecoming game were successful. It was reported that they sold 80 pizza's for a total of over $989. The Optimist sponsored Halloween Parade will be held at the Gretna Elementary School on South street from 7 to 8. Costumes will be judged by a panel of judges from Optimist members from outside of our Gretna unit. Past President Rippe presented Jack Koke with an award for recruiting 3 new members for our Club during the past year. The speaker this morning was Carolyn Weisflock who is manager of the Gretna Outlet stores. She reported on her ideas of things that could enhance the effectiveness of the Mall. She said she is looking for a "Key" store to lead interest in the Mall. She has at least 5 new firms that are expressing interest in the Mall. She reported that the new "Pre School" service is attracting customers and is good for both the Mall and the operator of the Pre-School. Another unit attracting much interest is "Tiny Town" which is sort of a miniature Playland Park for very small children. It is open Thursday, Friday and Saturdays now, but will be open every day during spring and summer.

Infant Child Seat Use and Installation Tips
Rear-facing infant only child safety seat:
  • Certified for use from birth up to 20 to 22 pounds (top of baby's head must be below top edge of seat).
  • Use REAR-FACING only.
  • NEVER place a rear-facing infant seat in the front seat with a front passenger air bag.
  • Some infant-only seats are sold as part of a stroller system
  • Some have detachable bases which can be left in the vehicle, etc.
*There are some infant seats, used for special needs purposes, which are designed to allow the infant to lie flat. Properly restrained infant in rear-facing infant only child safety seat
  • Place harness straps at or below infant's shoulders.
  • Keep harness straps snug.
  • Place chest clip at infant's armpit level to keep harness straps in place.
  • If necessary, place rolled towel around baby's head and neck for support.
  • Do not put heavy clothing or jacket on baby. This prevents harness straps from being snug.
  • Never place any extra cushioning under or behind your baby. This also prevents harness straps from being snug. If additional padding is needed, use only the padding that comes with your child safety seat.
  • Secure infant in seat and then place blanket over infant (do NOT cover infant's head).

School Bus Passenger Safety Commonly, people believe that school children are not protected during a crash because school buses do not have seat belts. In fact, school buses are designed with a clever occupant protection system that fits both a kindergarten student and a high school senior, without the need for seat belts. This occupant protection system is called compartmentalization: the seats are strong, closely spaced together, high backed, well padded, and are designed to absorb energy during a crash. Compartmentalization works best in frontal and rear impact scenarios. School buses are one of the safest forms of transportation on the road today. An average of only 7 passengers are fatally injured each year as school buses carry over 23.5 million children daily. The Safety Board continues to investigate school bus crashes to ensure that this safety record continues (see links below). In 1999, the Safety Board conducted a study on Bus Crashworthiness Issues. The conclusions of this study focus on several main issues:

FOR IMMEDIATE RELEASE: August 2, 2000 SB 00-16 NEW SAFETY BOARD WEB PAGE OFFERS CHILD SAFETY INFO
Washington D.C. - The National Transportation Safety Board opened a new Internet web page to provide much-needed information to parents and caregivers about child transportation safety on our nation’s highways. The NTSB web page provides information about the need for proper use of child safety seats and booster seats in automobiles and features links to other web sites where consumers can get information on child safety seat fitting stations in their area. The new web page is located at: http://www.ntsb.gov/Surface/Highway/childseat.htm The page also can be reached by going to the NTSB’s home page, http://www.ntsb.gov , clicking on the “Highway” button, and then choosing the “Child Transportation Safety” link. “Child safety seats have proven to be more than 70 percent effective in preventing deaths and serious injuries,” said NTSB Chairman Jim Hall. “But, to get all of the benefits these safety seats offer, the child restraints must be used properly.” This is an important message to get out to parents and caregivers because highway crashes remain the leading cause of death for America’s children. And, while the use of child safety seats and booster seats effectively reduce the risk, their misuse is widespread.

Membership At Long Last: Easier and Safer Child Seat Installation
For years, parents have struggled with proper child seat installation in their vehicles. For years, the National Highway Traffic Safety Administration (NHTSA) has struggled with finding a solution to this problem. Currently, approximately 80% of people make at least one significant error in using child restraint seats. In addition, in the past few years there has been mounting frustration with the effort required to properly install a child seat. NHTSA's consumer complaint Hotline received almost 20,000 calls in just the first eight months of 1998 from people about problems associated with correctly installing their child seat. As we approach the 21st century, NHTSA has issued a final rule which requires both vehicle and child seat manufacturers to redesign their respective products. The new design changes will make all child seats compatible with all vehicles. Parents and caregivers will no longer have to deal with the constant readjustment and uncertainty in securing childseats as is the case with the current belt system. Unfortunately, the final rule fails to require the new design for the rear center seating position thus falling short in providing consumers with the safest alternative for this location. The New Design The new child seats will have three attachment points which will secure into anchor points in the car. While the final rule does not require child seats to be equipped with top tethers, almost all child seat models will have one in order to limit the movement of child's head in the event of a crash. The new child seats will also permit installation in older model vehicles which do not have the anchorage system. Parents with older model vehicles will still be able to secure the new childseats using the traditional method of weaving the lap belt through the seat.

The Facts
  • A child under six years whose weight does not exceed 18 kg (40 lb.) must be properly secured in a child safety seat. All seats used in Canada must have a label on them stating that the seat meets Canadian Motor Vehicle Safety Standard 213. If a child safety seat has been involved in a collision, replace it immediately. The safest place for a child under 12 years is the back seat.
Common Errors
  • Not securing a forward facing child safety seat with a tether strap and proper anchor Not using the appropriate child safety seat for the weight of the child Not having the child safety seat secured tight enough by the vehicle seat belt Not putting the chest clip at armpit level Not having the internal harness snug

Pros
Exceeds all safety standards / grows with your child Cons None The Bottom Line Full Review No doubt about it, the Britax Roundabout is THE premier child car safety seat to have. Though on the pricey side (average $200) it is well worth it, and will last a good long time. It can accommodate children from 5 to 40 pounds, and is convertible from a rear facing to a front facing safety seat. It is one of the only car seats that will actually seat a child up to 30 pounds in a rear configuration, and it meets and exceeds US safety standards. Who is Britax anyway? They are a UK company that started selling their child safety products in the US in 1996 - and has been on top for quality, durability and safety ever since. We have the flower power pattern (now discontinued) and for almost 2 years now it has held up exceedingly well. We have absolutely no complaints about the product. We really like the teather strap (which works in rear or forward configurations) and it’s ease of installation. If you spend the extra cash, you will not be disappointed with the Britax Roundabout car safety seat!

roomy Cons Poor Customer Service Full Review I am the unhappy owner of a Chrysler minivan and after having to deal with the company I would never purchase another vehicle from them again. The performance of the vehicle on the whole has been good (the vehicle is a 98)however my concern is with the attitude of the company and its dealers!! My ordeal began when the brakes needed to be replaced, I brought my vehicle into the dealer where it was purchased from (Sevenview - Ontario, Canada)thinking this is where I would get the best service. A mistake I will not make again - total cost was $500!!!! While the car was in for service I requested a second childseat bolt to be installed. This safety issue cost me $37.50!!!! Something that should in my opinion be a FREE service. I contacted DaimlerChrysler Canada and was told that the bolt was supplied free of charge, however they had no juristiction on what the dealerships charged for installation. (Basically "there's nothing we can do for you and go away!!") Neeedless to say I am disgusted with the dealership and will never bring my car back there again but also in the attitude of the corporation. As far as I am concerned the majority of people purchasing minivans are families,(with more than one child)and the childseat bolts should be mandatory!!!

Britax Launches New Child Safety Seat Technology On Expressway ISOFIX Model
This month Britax Child Safety, Inc. announces the launch of its new "Expressway ISOFIX" model, the first forward-facing toddler seat in the US with RIGID LATCH connectors. Compared to the now common "flexible" LATCH systems, a "rigid" LATCH system is designed to offer the easiest method of attaching a child restraint to the vehicle. After locating the vehicle LATCH anchor bars, the consumer only needs to pull out the rigid connector assembly and press each of two connectors into engagement, then push the whole childseat back tight into the backrest. As with other LATCH childseats, the Expressway ISOFIX can also be installed using the vehicle seatbelts alone. The Expressway ISOFIX was designed by Britax-Romer in Germany and is shipped partially assembled to Britax Child Safety, Inc. in Charlotte. The ISOFIX name stems from the European acronym for "International Standards Organization fixation." This model goes by the name "Duo ISOFIX" in Europe and so far has been approved for use by 16 manufacturers in 96 different vehicle models. Beyond the easy to use rigid LATCH attachment, the Expressway ISOFIX design includes an innovative "pivot link" mechanism (US Patent # 6,325,454) for reduction of frontal crash loads and head movement.

The Brockton Police Department takes child safety seriously. It is our goal to provide parents and caregivers useful information on safely restraining their children , to encourage the correct use of child restraints, and to ensure optimal protection by child restraint systems. Child seats are the most effective restraint system available. Rear-facing infant seats reduce the risk of fatal injury in a car crash by 71 percent, forward-facing safety seats for toddlers reduce the fatality risk by 54 percent, and safety belts reduce fatalities by 45 percent. However, a child restraint system must be properly used to provide optimum protection. The safest child restraint systems available can prevent death and injury only if they are purchased and used correctly. If you have questions or need assistance with your car seat contact the Brockton police Department at (508) 897 5200.
