Child Care Licensing
Prior to 1992, licensing was seen primarily as an enforcement entity. Like many states, Nebraska is learning new ways to work effectively with child care providers. This learning process began with focusing on encouraging and supporting providers by offering resource information along with technical assistance. Nebraska law requires any individual who provides child care for four or more children from different families at any one time needs to be licensed. There are four separate child care licenses: Family Child Care Home I, Family Child Care Home II, Preschool, Child Care Center. Family Child Care Home I
This program is in the home of the provider who is licensed through a self-certification process. Maximum capacity is eight (8) children of mixed age and two (2) additional school age children during non-school hours. Family Child Care II
This program is in the home of the provider or at another site. Pre-license inspections are required, and there is a maximum capacity of twelve (12) with two (2) providers. Child Care Center
This program is licensed for at least 13 children and pre-license inspections are required.

Welcome to the Bureau of Child Care Licensing The Bureau of Child Care Licensing ensures that children attending NH child care programs are in safe and healthy environments and are provided with care, supervision and developmentally appropriate activities that meet each child's physical and emotional needs. BCCL accomplishes this through on-site evaluations, monitoring, and investigations that ensure compliance with applicable NH Statutes and Administrative Rules, approval and issuance of licenses, and initiation of appropriate disciplinary action when necessary for compliance and the protection of children. BCCL also provides consultation and technical assistance to help understand licensing regulations to existing licensed child care providers and persons who might consider applying for a child care program license. BCCL licenses seven categories of child care programs: Family Child Care Homes, Family Group Child Care Homes, Group Child Care Centers, Child Care Nurseries, School Age Program, Night Care Programs, and Residential Child Care Programs. NDSS is responsible for the licensure of 4 types of facilities:

    Child care is an important service to working parents in the community. Washington County Community Services licenses Family Child Care Providers who provide care in their home setting.
    Licensed providers must meet state requirements in order to provide healthy, safe, positive care for children during the hours that their parents are not able to provide care. Licensing ensures that providers have passed a fire inspection and criminal record check. Licensed providers are also required to attend child care related training annually.
    Licensing staff inspect homes annually and offer ongoing support and educational services upon request. More licensed homes are needed throughout the County for all age groups. Highest demand is for infant care and for nontraditional hour care.

It also registers religious and non-public schools offering child care services. The Quality Assurance unit provides information on regulations and technical assistance to prospective providers, reviews floor plans, conducts prelicensing and licensing inspections and prepares corrective action plans. The Monitoring unit monitors each provider for compliance, follows up on failed inspections, and provides technical assistance. The Enforcement unit investigates complaints against suspected unlicensed arrangements, and levies fines when indicated.
