Overview
Child Care Licensing establishes minimum regulations for the care and safety of children in child care facilities. It also ensures the maintenance of these regulations and enforces the facilities' compliance with them.
Elements of the Program include ...
  • Provide technical assistance and consultation to potential and current child care providers
  • Coordinate and administer issuance of regulatory permits of operation to child care facilities
  • Impose negative sanctions, including sending deficiency correction notices, requiring corrective action plans, denying an original or renewal application, withdrawing registrations, and revoking licenses
  • Conduct unannounced supervisory visits to monitor compliance with statutes and regulations
  • Serve as support staff to the State Advisory Committe on the Regulation of Child Care Facilities (members being appointed by the Governor), who must advise and consent to any proposed changes in regulations for facilities
Program Objectives
  • To investigate all regulatory complaints in a timely manner and follow-up as needed based upon the results of the investigation
  • To coordinate completion of inspections with appropriate state agencies including the State Fire Marshal and the Department of Health and Environmental Control
  • To ensure all facilities are in compliance with statutory and regulatory requirements
  • To issue appropriate regulatory permits in a timely and efficient manner as mandated by law

The SD Department of Social Services Child Care Services (CCS) is committed to improving the quality, availability and affordability of child care in South Dakota. CCS helps parents, child care providers and others to promote the importance of providing safe, healthy, and caring environments for children. In turn, parents and child care providers are encouraged to recognize and advocate for quality child care.
Each child care program offers unique features and services for children and families. However every family expects their child to receive quality, safe child care.
S outh Dakota's minimum child care regulations establish a foundation for basic health and safety on which a quality child care program can be built. Minimum regulations address:
  • Number of staff needed Nutritious meals and snacks Amount of space needed Types of program activities Ages and qualifications for staff Health practices Fire and life safety features
The safety and quality of child care programs is further enhanced by training, technical assistance and funding available through CCS.

Child Care Licensing Information
All group care centers and family day care homes must be licensed according to California law. (Currently no federal laws pertain to child care licensing.) Although licensing is intended to ensure a minimum standard of health and safety protection for children, it does not guarantee the over-all quality of a child care center or home. Child care facilities in California are licensed by the State Department of Social Services, Community Care Licensing Division. Yearly license renewal is required by the state; all licenses must be posted on the premises. Facilities that are out of compliance may have their licenses revoked if violations are not corrected. Unlicensed or out-of-compliance facilities can be reported to the State Department of Social Services, Community Care Licensing Division. The State Department of Health, the Fire Marshal's Office and the Building and Safety Department may also inspect and approve centers for safety compliance and, when necessary, issue violation notices and clearances. To find out if a particular facility has received violation notices, has been reported for other offenses, or to file a complaint, call (831) 454-4024 for family day care providers, or (408) 277-1241 for center-based child care providers. Baby sitters, live-in child care providers and family day care providers who take care of children from only one other family in their home are not required to obtain a license. The Child Care Switchboard can fingerprint these child care providers and enter this data into the Trust Line.
