(latest update: September 12, 2005) Handwashing As the cold and flu season approaches, promoting good handwashing procedures in child care are very important.
Handwashing for caregivers should occur:
  • Upon arrival for the day or when moving from one child care group to another;
    Before and after:
      Eating, handling food, or feeding a child; Giving medication; Playing in water that is used by more than one person.

    After
      Diapering; Using the toilet or helping a child use a toilet; Handling bodily fluid (mucus, blood, vomit), from sneezing, wiping and blowing noses, from mouths, or from sores; Handling uncooked food, especially raw meat and poultry; Handling pets and other animals; Playing in sandboxes; Cleaning or handling the garbage.

    CHILD CARE LICENSING website.
    The Child Care Licensing Program licenses and monitors Family Child Care Homes and Child Care Centers in an effort to ensure that they provide a safe and healthy environment for children who are in day care.
    • You must be licensed if you care for children from more than one family and who are not related to you. You don't need a license if you care for your children (or those of a relative), and children from only one other family.
    FAMILY CHILD CARE HOMES
    A Family Child Care Home must be in the licensee's own home. A Family Child Care Home reflects a home-like environment where non-medical care and supervision is provided for periods of less than 24 hours.
    There are Small Family Child Care Homes and Large Family Child Care Homes.
    • Small Family Child Care Homes provide care to no more than 8 children. Large Family Child Care Homes provide care to no more than 14 children.

    Welcome It’s a new agency! Effective July 1, 2005, the new Department of Early Education and Care (EEC) combines the functions of the Office of Child Care Services (OCCS) with those of the Early Learning Services Division at the Department of Education. Our agency is supervised and guided by a new independent board, the Board of Early Education and Care, which appointed Ann Reale as Early Education and Care’s first Commissioner. Commissioner Reale immediately began working with OCCS and the Early Learning Services division on the transition to EEC.
    The creation of EEC represents an exciting opportunity to build a new, coordinated, comprehensive system of early education and care in Massachusetts. In the short term, the new agency will be focused on bringing together the people, services, and resources of the two agencies.

    Child Care Licensing The Department of Early Education and Care (EEC) in its capacity as a licensing agency, licenses all child care programs in Massachusetts. EEC enforces strong licensing standards for the health, safety and education of all children in child care. Child care programs include family child care homes, child care centers, school age child care programs, residential programs for children, adoption and foster placement programs. In each of EEC's five regional offices across the state there are licensors who are responsible for the licensing of child care programs. Generally, licensors are responsible for one particular type of care. EEC is also responsible for investigating complaints that are made against child care providers, and residential and placement programs. Some complaints are quite serious involving allegations of abuse and neglect. Across the state in our regional offices, investigators are ready to respond when a complaint comes into any of EEC offices. Our goal is to ensure that all providers offer the same high level of child care.
