The age of the child is the main determinant in choosing child care. In Massachusetts, children are required to attend school beginning at age six, although many attend kindergarten at age five. The Massachusetts Office of Child Care Services More information is available online at the following sites: Group Care Child care centers provide care in a group setting with planned activities. The children may be grouped according to age or placed in a mixed-age grouping. The staff are trained and supervised, and the centers are open every weekday, except in severe weather or during holidays or vacation. Most child care centers offer full- and partial-day enrollment; a parent selects and pays for a specific time slot. A child care center must be licensed by the Commonwealth of Massachusetts Office for Child Care Services (OCCS) and conform to the OCCS regulations for staff-to-child ratio, group size, staff qualifications, and facilities. Centers will vary in philosophy, size, number of qualified staff in each classroom, site and facilities, degrees of parent participation, and whether they are for profit or nonprofit. Nursery schools/preschools offer group programs for children who in most cases are at least two years and nine months old. They usually run for three hours, from 9 a.m. to noon. Extended days are often available, with some programs running until 3 p.m. or later. Nursery schools are also licensed by the OCCS. The schools vary greatly as to philosophy, emphasis, and degree of parental involvement. In order to be assured of a space, it is advisable to apply at the beginning of October of the year before the child will enter.

Child care and early education programs can play a critical role in families’ lives by both supporting parents’ employment and fostering children’s development. But parents and policymakers alike face real challenges in achieving these two goals simultaneously. For low-income parents, who often work at jobs with low wages and irregular schedules, the difficulties of securing affordable, accessible, and reliable high-quality care can be formidable. For policymakers, a tension exists between investing in systems of high-quality child care and early education and providing low-cost care to as many families as possible.
Child care research undertaken through the Next Generation project examines how various welfare and work programs — and the child care policies embedded within them — have influenced families’ child care decisions and experiences and the consequent effects on parents’ employment and children’s development. This research also draws insights from ethnographic analyses using data from in-depth, longitudinal interviews.

If you're looking for high-quality child care for a school-age youngster, you probably have lots of questions. This brochure was designed to answer the most common questions that parents have about before- and after-school child care programs.

What Are the Choices for School-Age Care?
There are many programs in New York State that may offer child care for school-age children:
  • Day care centers
  • Family day care homes
  • Group family day care homes
  • Park and recreation departments
  • Public and private schools
  • Religious institutions
  • Summer youth camps
  • Youth groups (such as Ys, scouts, boys and girls clubs, Cooperative Extension)

Some of these programs may provide care for school-age youngsters only; others might add a school-age component to an existing child care program.
Basically, child care programs for school-age youth provide adult supervision and age-appropriate activities in the hours before and after school. Programs that are sensitive to the needs of employed parents also provide care during times that school is not in session, such as school holidays and vacations.

Parents Taking Action for Quality Affordable Child Care 
Most parents today work. And no matter where they work or why they work, they all share in a common struggle: to find quality, affordable child care. Parents' Action for Children believes that our nation's leaders should help all families that need it have access to quality child care so that when parents leave for their jobs each day they know their children are safe and happy. Unfortunately, we have a long way to go to reach that goal: Much of our child care is not of good quality, many parents cannot afford to pay for decent child care, and too many child caregivers lack appropriate training and are poorly paid. Recently, Congress approved the Bush Administration's recommendation to freeze funding for child care for the fifth year in a row, even though the demand for child care and their  costs have been rising. The parents of 200,000 children already have lost federal child care assistance because of the funding freeze. Experts estimate that a continued funding freeze will reduce by 300,000 the number of children whose parents will get help paying for child care over the next four years.  It is parents acting together who can change this! We urge parents to raise their voices against budget cuts and funding freezes that target the most vulnerable among us our children. It's very important and easy to do. Just click here to send a
