Some types of child care must be regulated; other types of child care may operate without a license. All persons or entities operating a child care center, a family child care home, drop-in center, or a group care home must be licensed by the Department of Human Services.

Child care is a business and providers are professionals; please don't refer them as babysitters. As such, it is reasonable to expect that care providers will have established rules, hours and pay rates that keep the door open and quality care provided to all. Parents should be appreciative that a provider takes time to create a handbook, contract, and other details that help to foster communications and understanding.

Welcome It’s a new agency! Effective July 1, 2005, the new Department of Early Education and Care (EEC) combines the functions of the Office of Child Care Services (OCCS) with those of the Early Learning Services Division at the Department of Education. Our agency is supervised and guided by a new independent board, the Board of Early Education and Care, which appointed Ann Reale as Early Education and Care’s first Commissioner. Commissioner Reale immediately began working with OCCS and the Early Learning Services division on the transition to EEC.
The creation of EEC represents an exciting opportunity to build a new, coordinated, comprehensive system of early education and care in Massachusetts. In the short term, the new agency will be focused on bringing together the people, services, and resources of the two agencies.

    What is the Child Care Assistance Program?
    The Child Care Assistance program helps low-income families to pay for the child care they need to work or attend school or training. Monthly payments are based on the number of hours the parents work or attend school or training, the amount charged by the child care provider, family size and household income. Parents can select any Class A child care center, school-based before and after school program, registered family child day care home, or in-home provider.
    Do I Qualify for Child Care Assistance?
    1. Are you responsible for paying child care costs for a child under 13, or a disabled child under 18, who lives with you? 2. Do you, your spouse, and any other parents of children who live in your home, work or attend an educational or training program? If not participating in one or a combination of these activities, do these persons receive disability income? 3. Is your household's monthly gross earned income (before any deductions from paycheck) and unearned income less than the amount listed below for your household size?
