The Legislature created two franchise tax credits related to day-care and after-school-care programs. Eligible corporations may take advantage of these credits for qualifying expenditures made in Texas on or after January 1, 2000. Franchise Tax Rule 3.579 addresses these credits. For more information on Texas' franchise tax, see "What is the Texas Franchise Tax" at the end of this bulletin. THE CREDITS Credit for Qualifying Expenditures for Day Care
To be eligible for a day-care credit, a corporation must make certain qualifying expenditures for child-care in Texas during the period upon which the tax is based. "Expenditure" means a direct contribution, donation, gift, or payment, but does not include an indirect contribution, gift, or payment. For example, a payment to an organization directly operating a qualifying program could be a qualifying expenditure, but a payment to a charitable organization that distributes the funds to another organization that actually operates the qualifying program would not be a qualifying expenditure. Qualifying expenditures include amounts paid to establish or operate a day-care center primarily to provide care for the children of employees of the corporation or of the corporation and one or more other entities sharing the costs of establishing and operating the center. Qualifying expenditures also include amounts paid to purchase child-care services provided to the children of the corporation's employees at a day-care center or a family home registered with the Department of Protective and Regulatory Services under Chapter 42, Human Resources Code.

School Age Care
School Age Care is a community service that offers a range of stimulating activities for school aged children. Set in a peaceful bush environment on the Nathan Campus, School Age Care operates in a purpose built and equipped facility for the sole use of primary school age children. Before and After School Care programs operate during State School Terms (including Pupil Free days), and the Vacation Care Program operates during each State School holiday period. The programs are designed for primary school age and pre-school age children, aged five to thirteen years. Child Care Benefit funded by the Federal Government , is available on a means tested basis. Please note the Family Assistance Office classes each service separately.

Before School Care and After School Care
Before School Care and After School Care programs are available for children attending schools in the local community. A varied and flexible program of leisure activities is offered Children are able to choose from a wide variety of materials and resources, including computers, arts, crafts, music, cooking and sports. With the support of qualified and experienced staff, children select and plan their own activities and experiences. In consultation with parents, staff will also assist with the supervision of homework.

In Australia, child care is available for children up until they start school (usually at the age of five). Children between the age of four and fiveare entitled to attend kindergarten but only for the equivalent of two days per week. If you have a have a four-year-old child, you may choose to use a combination of child care and kindergarten. Choosing the right child care option for your child is an important decision. Once you have arrived in Adelaide, visit the International Student Centre (ISC) to collect a copy of our Information for International Students with Children booklet. You can also download the booklet from the Family section of this web site. This booklet will give you some helpful tips to consider when seeking quality care and education for young children.
Child Care Options
Child Care Centres , often referred to as 'long day care', have qualified staff and provide educational programs. Child care centres generally cater for the needs of children between three months and six years, although most children in South Australia start school of five years of age. Quality childcare services are available at the University of Adelaide's North Terrace, Roseworthy and Waite campuses, and at many child care centres throughout Adelaide. The average daily cost of child care is between AUD $35-50.

After School Programs / Child Care
Location
At each of our district school sites, there is a child care center . We offer age-appropriate programs available for kindergarten, first through third, and fourth through sixth (Club 5/6) grade students.
Staff
The after school child care staff are carefully screened by the Del Mar Union School District and are hired based on a combination of education and experience which demonstrates a strong understanding and sensitivity to the educational and social needs of school age children. Each applicant must be fully documented under Del Mar Union School District guidelines, including fingerprinting. The after school child care staff are responsible for creating and implementing age appropriate activities for the children in their care. The adult/child ratio: kindergarten is 1/10 and first through sixth is 1/14.
Curriculum
The activities planned are under the direct supervision of the Del Mar Union School District and will include but not be limited to: arts and crafts, drama, singing, physical education activities, study time, cooking, and multicultural experiences. What is the Child Care Assistance Program?
The Child Care Assistance program helps low-income families to pay for the child care they need to work or attend school or training. Monthly payments are based on the number of hours the parents work or attend school or training, the amount charged by the child care provider, family size and household income. Parents can select any Class A child care center, school-based before and after school program, registered family child day care home, or in-home provider.
Do I Qualify for Child Care Assistance?
1. Are you responsible for paying child care costs for a child under 13, or a disabled child under 18, who lives with you? 2. Do you, your spouse, and any other parents of children who live in your home, work or attend an educational or training program? The Harvard Child Care Scholarship Fund provides financial assistance for full- and/or part-time eligible child care for children up to kindergarten age, and eligible after-school care for children of kindergarten age and older. A research project conducted by Eilis Hennessy and Mary Donnelly, Department of Psychology, University College Dublin and funded by the Combat Poverty Agency.
Background
Aims of the research
  • To compare the socio-emotional development and standard of homework of children in urban and rural community based after-school schemes with matched groups of children not attending these schemes.
  • To further understanding of way in which parents and children arrive at decisions about whether or not to use after-school care and which type of care to use.
  • Design, method and sample Design The design proposed is a cross-sectional group comparison. Four community-based after-school projects will be selected for the research, two in disadvantaged urban areas and two in disadvantaged rural areas. Eight children will be selected in each setting (4 boys and 4 girls). Four children in each setting will be in the age group 6 to 8 years, and 4 will be aged 10 to 12 years (2 boys and 2 girls in each case). These children will be matched for age, gender, school attended and SES with children from the community who do not attend the target services. Method A range of qualitative and quantitative methods will be used:
    • Child and parent open-ended interviews will be used to determine the history of after-school care and the decision making that lead to the current arrangement (64 interviews in total: 32 with children, 32 with parents).
