In recent years, the number of working parents whose children attend public elementary schools has increased dramatically. Many of these children are left without supervision during the hours immediately after school lets out. To alleviate this situation, some public schools have become directly or indirectly involved in day care, while others are considering the matter. School policy-makers who are looking at day care should be aware of its advantages and disadvantages before determining the extent to which they want the school to become involved. WHY ARE SCHOOLS BECOMING INTERESTED IN DAY CARE? Over the last two decades, mothers of elementary school children have entered the work force in unprecedented numbers. Most of these women work outside the home, and many of them cannot afford private day care. Consequently, many of their children are left unsupervised during afterschool hours. Baden cites a statement by Senator Alan Cranston of California: "Census data tells us that at least two million school-age children between the ages of seven and thirteen are simply left alone without any supervision" after they are let out of school. The primary reason schools are becoming interested in day care is to make available some form of supervision for those children.

Throughout the U.S. and Canada many children are spending their after-school hours at public libraries until being picked up by a working parent (Budziszewski, 1990). While public librarians have traditionally welcomed the use of library resources by children, library latchkey youth are a controversial issue among librarians because most public librarians feel that they are not trained to be caregivers; that their libraries do not have sufficient staff to provide child care; and that their facilities are not equipped or licensed to function as a substitute for child care centers (American Library Association, 1989).

*At the Fort Erie Public Library in Ontario, Canada, the Creative Afterschool Recreation and Enrichment (C.A.R.E.) project, funded by the Ministry of Community and Social Services, and coordinated by the Boys and Girls Clubs of Ontario, features before- and after-school activities at two library sites; transportation of children from schools to the library; nutritional snacks prepared by children; the use of pool and recreational facilities at the YMCA; and field trips to historic sites.

About the Series Assessing the New Federalism is a multi-year Urban Institute project designed to analyze the devolution of responsibility from the federal government to the states for health care, income security, employment and training programs, and social services. Researchers monitor program changes and fiscal developments. In collaboration with Child Trends, Inc., the project studies changes in family well-being. The project aims to provide timely, nonpartisan information to inform public debate and to help state and local decisionmakers carry out their new responsibilities more effectively. Key components of the project include a household survey, studies of policies in 13 states, and a database with information on all states and the District of Columbia, available at the Urban Institute's Web site. What do you do if you are a parent who has moved to a rural community in Arkansas, have a child entering the first grade, need after-school care and discover that none is available? The solution should be simple. You request a list of day care providers from the county department of human services and begin calling to find an opening. But suppose there is no list of day care facilities and no resources to locate even a "baby sitter." The question arises again. What do you do about afterschool child care? The parent in this situation came to the conclusion that if she needed after-school child care, so did other parents, and that a solution for this problem had to be found. The solution came in the form of Project Home Safe, an American Home Economics Association (AHEA) program that is sponsored by the Whirlpool Foundation and provides training? technical assistance, materials and other resources to promote solutions to the school-aged child care problem.[1]
