Child care and early education programs can play a critical role in families’ lives by both supporting parents’ employment and fostering children’s development. But parents and policymakers alike face real challenges in achieving these two goals simultaneously. For low-income parents, who often work at jobs with low wages and irregular schedules, the difficulties of securing affordable, accessible, and reliable high-quality care can be formidable. For policymakers, a tension exists between investing in systems of high-quality child care and early education and providing low-cost care to as many families as possible.
Child care research undertaken through the Next Generation project examines how various welfare and work programs — and the child care policies embedded within them — have influenced families’ child care decisions and experiences and the consequent effects on parents’ employment and children’s development. This research also draws insights from ethnographic analyses using data from in-depth, longitudinal interviews.

America After 3 PM: National Survey Shows How Kids Spend After-School Hours
The statistic is alarming42,819 5-year-olds totalling 1 percent of all kindergartnersare home alone to take care of themselves after school. America After 3 PM , the first of its kind national household survey on how kids spend after school hours, found that in communities across America, 14.3 million children take care of themselves. Only 11 percent are in after-school programs, although survey results indicate many more families would participate if they could afford them or find suitable programs in their community. The study was commissioned by the Afterschool Alliance with funding from the JCPenney Afterschool Fun. Interested in reading more?

The Concept The nation's shortage of high-quality child care not only affects preschoolers, but it puts older children at risk as well. Once children begin kindergarten, parents' worries about their care do not end. In most families, parents' schedules and children's schedules do not mesh. This is more true than ever before, because today's parents are working longer hours. Many children leave empty houses in the morning and come home to empty houses in the afternoon. Working mothers and fathers typically arrive home hours after their children finish school; moreover, parents must report to work on many days when schools are closed.
The gap between parents' work schedules and students' school schedules can amount to 20 to 25 hours per week, and what children do with this time affects their achievement and social development. Research shows that after-school and summer programs can reinforce and enrich classroom experience, resulting in higher achievement and more positive attitudes toward school, especially if they are aligned with school curricula. They also provide recreational activities and chances to explore areas that tend to get short shrift during the regular school day, such as the arts. But for most children, the out-of-school hours represent a lost opportunity.
