NUMBER OF CHILD ABUSE AND NEGLECT REPORTS NATIONWIDE
In 1994, 1,036,000 children were substantiated by CPS as victims of child maltreatment. This represents 16 out of every 1,000 U.S. children. According to the 1994 survey, physical abuse represented 21% of confirmed cases, sexual abuse 11%, neglect 49%, emotional maltreatment 3% and other forms of maltreatment 16%. These percentages have remained fairly stable since 1986 when approximately 27% of the children were reported for physical abuse, 16% for sexual abuse, 55% for neglect, and 8% for emotional maltreatment (AAPC, 1988).
INCIDENCE OF CHILD MALTREATMENT IN THE GENERAL POPULATION
In 1986, approximately 22.6 children per 1,000 experienced abuse or neglect. Only half of these incidents were reported to CPS agencies (Sedlak, 1990).

Studies of the general population of adults show that anywhere from 6 to 63% of females were sexually abused as children. A 1985 L.A. Times national survey found that 27% of women and 16% of men reported being sexually abused prior to age 18 (Finkelhor, 1986). The true extent of sexual abuse is unknown.

Child Maltreatment
Child maltreatment is the general term used to describe all forms of child abuse and neglect. There is no one commonly accepted definition of "child abuse and neglect." The federal government defines child abuse and neglect in the Child Abuse Prevention and Treatment Act as "the physical and mental injury, sexual abuse, negligent treatment, or maltreatment of a child under the age of 18 by a person who is responsible for the child’s welfare under circumstances which indicate that the child’s health or welfare is harmed or threatened." Each state provides its own definition of child abuse and neglect. Child maltreatment encompasses physical abuse, sexual abuse, neglect and emotional abuse, which can be defined as follows:
  • Physical Abuse
Nonaccidental physical injury as a result of caretaker acts. Physical abuse frequently
includes shaking, slapping, punching, beating, kicking, biting and burning.

Office of Child Abuse Prevention (OCAP)
The Office of Child Abuse Prevention (OCAP) has been committed to improving the quality of life for California's children and families since 1977. To prevent child abuse and neglect, OCAP funds and coordinates local services that help strengthen and preserve families. OCAP also develops and distributes information to individuals and organizations. OCAP administers state and federal grants and the California State Children's Trust Fund
For Whom
Families and their children who need help are eligible for services. OCAP funds and administers approximately 200 child abuse and juvenile crime prevention, intervention and treatment programs though grants to counties, community-based organizations, schools, evaluation entities and institutions of higher education. These programs provide a range of services and collaborative planning that strengthen and support families and communities. Each of the 200 programs works with existing public and private service providers to form a council (consisting of community leaders) to ensure that services are community-based. RELATED Murphy enters not guilty plea NEWARK, New Jersey (CNN) A mother and her teenage son are behind bars Saturday on multiple charges related to abuse of three of their young cousins, one of whom died after languishing in a dark and dingy basement for several days with no food or water, police sources said. An FBI task force Friday arrested the 16-year-old in East Orange, New Jersey, on two counts of child endangerment and one count of aggravated assault against 7-year-old Faheem Williams, whose dead body was found in the basement of Sherry Murphy's house, according to Newark Mayor Sharpe James. Newark police investigators would not provide any details about the suspect, citing an ongoing investigation, however police sources identified him as Murphy's son.
