Pilot Institutional Assessment Portfolios
An Experiment in Strengthening Assessment of Student Learning Outcomes and Institutional Effectiveness
Since 1992 with the development of its Policy on Institutional Effectiveness, and the revision of its Standards for Accreditation, the Commission on Institutions of Higher Education at NEASC has attempted to encourage its member institutions to strengthen the assessment of student learning and institutional effectiveness. The Commission has tried to do this with the highest respect for the core values of our quality assurance processes, that of respecting institutional autonomy and supporting institutional diversity while encouraging institutions to improve. Within this context the Commission has worked hard to strengthen assessment in non-prescriptive and non-bureaucratic ways. However the pressure to increase the quality of assessment of student learning and institutional effectiveness from both internal to institution forces and external constituency demands continues. The Commission would like to enhance and clarify its expectations in this arena.
With grant support from the Pew Charitable Trusts and the Davis Educational Foundation, the Commission would like to work with ten institutions to pilot the development of institutional assessment portfolios as a vehicle for strengthening and making public what institutions are accomplishing in the assessment arena. In this case, making public means resolving what institutions will present in terms assessment processes and outcomes to:

Striving for Open Access by Wendy Warr Wendy Warr The seminar on Open Access to Scientific and Technical Information held in Paris in January 2003, dealt with an issue that could eventually impact all IUPAC members. This timely seminar organized by INSERM , CNRS-INIST , and ICSTI, and supported by ICSU and CODATA explored the economic, political, and legal realities of the Open Access (OA) movement. (an organization that aims to reduce the costs of access to learned publications), OA is a call for free, unrestricted access, on the public Internet, to the literature that scholars produce. It aims to accelerate research, enrich education, allow sharing of learning between richer and poorer nations, and enhance the return on taxpayer investment in research. These goals would be achieved by using existing funds to pay for dissemination rather than access. In the 75 poorest countries, 56% of medical institutions have no subscriptions to journals and 21% have only 2 print subscriptions.

Award Recipients: Postdoctoral Program in Environmental Chemistry
Introduction
The Camille and Henry Dreyfus Foundation seeks to further the development of scientific leadership in the field of environmental chemistry with a postdoctoral fellowship program. The award of $120,000 over two years is given to a faculty member who submits a proposal judged to be exceptional, both in its potential for leading edge contributions to environmental science, and in the arrangements for the education of the Fellow. The spirit of this program is for research leaders in environmental chemistry, after notification of the award, to recruit excellent young Ph.D. graduates from the fields of physical, organic, inorganic, biological chemistry or associated fields in chemical engineering, and provide them with the highest caliber of research experience and education in environmental science. Whereas the postdoctoral Fellow may not initially be experienced in environmental science, the Foundation trusts that the Fellow will have demonstrated the highest caliber of capabilities and research accomplishments in basic chemistry or chemical engineering as a graduate student. The expectation is that the postdoctoral research accomplishments and educational broadening under this program should allow the Fellow to achieve a position where high quality research related to the environment will continue.

The biography of two-time Nobel laureate Linus Pauling may be just as extraordinary for its twists as for its peaks. Why did a boy who studied advanced mathematics at twelve years old nearly decide not to attend college? Why was he called unpatriotic and ousted from his job at Cal Tech while he led the struggle for the Nuclear Test Ban Treaty? And why is a Nobel laureate for chemistry still being called a 'fraud" and a "quack" by opponents of his "orthomolecular medicine"? Few would dispute the scientist-activist's creativity and independent thought. Beyond that, however, the life and career of Linus Pauling have seen controversy at nearly every turn. Pauling grew up in a German immigrant family in Portland, Oregon; the son of a pharmacist, he gained early scientific experience watching his father behind the counter. Pauling's father recognized and encouraged his son's extraordinary curiosity, as evidenced by a letter he wrote to the Portland Oregonian when his son was nine years old. The elder Pauling, seeking reading suggestions for Linus, wrote, "don't say the Bible and Darwin's 'Origin of the Species,' because he has already read them." An eager and independent student, Pauling remembered being fascinated with entomology at 11, geology at 12, and chemistry at 13.

    Established in 1986 as a formalized basic science research program, Children’s Memorial Research Center is the research arm of Children’s Memorial Hospital , the pediatric teaching hospital for Northwestern University’s Feinberg School of Medicine and one of only five research institutions in the country devoted only to pediatric medicine. The research center is also one of 13 interdisciplinary research centers and institutes of Feinberg. All principal investigators at the research center are full-time faculty members at Feinberg.

    Rules and Regulations of the ABCC for Certification Programs in Clinical Chemistry and Toxicological Chemistry The American Board of Clinical Chemistry is a not-for-profit organization, incorporated in 1950, devoted to certification of individuals with doctoral level degrees in the practice of clinical chemistry, toxicological chemistry, and other clinical laboratory medicine disciplines. In purpose, function, and organization the ABCC is analogous to the certifying boards in various medical specialties. The aim of the Board is to serve the public interest and advance the science by establishing standards of competence for those who practice clinical laboratory medicine, and to certify as Diplomates those qualified specialists who comply with the requirements of the Board. Certification is based on the candidate's personal and professional record of education, experience, and achievement, as well as on the results of a comprehensive written examination. Listing of Diplomates in the directory of active Diplomates shall be based on each individual's certification and demonstration of continued professional competence, as determined by ABCC from time to time. The Board cooperates and collaborates with other professional organizations and governmental bodies in matters within its sphere, and serves as a sponsoring organization of the National Registry in Clinical Chemistry.

    Howard Hughes Medical Institute's Million-Dollar Professors What would you do with a million dollars? Twenty scientists at research universities across the nation have 20 different answers. They all share a goal, however: to make science more engaging for undergraduates. The Howard Hughes Medical Institute (HHMI) today announced their appointment as its first HHMI Professors. Each is a leading researcher who will receive $1 million over the next four years to bring the creativity they have shown in the lab to the undergraduate classroom. See list of Professors and their institutions below. ) All are tenured faculty members. They include nine women and three members of minority groups. Some will focus on attracting more women and minorities into science; others want undergraduates to understand the increasingly interdisciplinary nature of science and its rapidly emerging new fields. Some will focus on providing early research experiences, and others will develop new high-tech teaching tools. For example:
