Sales tax urged on agricultural chemicals
Farmers in 29 states are exempt from paying sales tax on agricultural chemicals. July 13, 1999

Friends of the Earth and an alliance of environmental, farm and consumer groups are requesting that officials in 29 states impose a sales tax on agricultural chemicals such as pesticides and insecticides. About $674 million is lost each year because of the exemptions, according to a recent report endorsed by the alliance members. That money, they say, should be used for sustainable agriculture, family farms and conservation education. The alliance includes the Alabama Rivers Alliance, Environmental League of Massachusetts, Florida Certified Organic Growers and Consumers (Florida Organic Growers), Hoosier Environmental Council of Indiana, Massachusetts Public Interest Research Group, Safer Pest Control Project of Illinois and the Vermont Public Interest Research Group. "Our strategy is getting the exemptions removed on the chemicals and earmarking the funds for sustainable agriculture and other programs that would support family farmers," said Valerie Frances, author of the report.

Pesticides are one of the most important factors negatively affecting wildlife using these lands and living down-stream from them. Since the 1980s, Manomet has been studying the impact of pesticides on wildlife, focusing on subtle, sub-lethal effects, which are not addressed through current regulations. We have discovered compromised nervous system functions in a variety of wildlife species that feed in agricultural settings, some of which have experienced declines of up to 30% during the last 20 years. Through training, monitoring and habitat management, Manomet works to reduce toxic exposures in wildlife, which have been estimated in the U.S. alone at nearly 100 million birds each year. BIO. "What is Biotechnology?" Washington, D.C.: Biotechnology Industry Organization. Techniques aimed at crop improvement have been utilized for centuries. Today, applied plant science has three overall goals: increased crop yield, improved crop quality, and reduced production costs. Biotechnology is proving its value in meeting these goals. Progress has, however, been slower than with medical and other areas of research. Because plants are genetically and physiologically more complex than single-cell organisms such as bacteria and yeasts, the necessary technologies are developing more slowly.
Improvements in Crop Yield and Quality
In one active area of plant research, scientists are exploring ways to use genetic modification to confer desirable characteristics on food crops. Similarly, agronomists are looking for ways to harden plants against adverse environmental conditions such as soil salinity, drought, alkaline earth metals, and anaerobic (lacking air) soil conditions. Genetic engineering methods to improve fruit and vegetable crop characteristics - such as taste, texture, size, color, acidity or sweetness, and ripening process, are being explored as a potentially superior strategy to the traditional method of cross-breeding.

Agricultural Chemical Ground Water Program:
The Montana Department of Agriculture Ground Water program has the responsibility to protect ground water and the environment from impairment or degradation due to the use or misuse of agricultural chemicals (pesticides and fertilizers). The program ensures the proper and correct use of agricultural chemicals; the management of agricultural chemicals to prevent, minimize and mitigate their presence in ground water; and provides education and training to agricultural chemical applicators, dealers and the general public on ground water protection, agricultural chemical use and the use of alternative agricultural methods. The program was formed in 1989 and is comprised of both ground water monitoring/education, management plan development and enforcement.
The Montana Department of Agriculture conducts ambient ground water monitoring for agricultural chemicals. The ground water monitoring program's purpose is to determine whether residues of agricultural chemicals are present in ground water and to assess the likelihood of an agricultural chemical to enter ground water. If agricultural chemicals are found in ground water, the Montana Department of Agriculture is tasked to verify, investigate and determine an appropriate response to the findings. The department also has an education program under which initial and re-certification training for commercial and government pesticide applicators is conducted. The department staff is available to provide or assist in training/education for the general public regarding pesticides.

West Texas Agricultural Chemicals Institute Honors Agriculture Leaders
Five leaders in agriculture were honored by the West Texas Agricultural Chemicals Institute Sept. 15 during the institute's 47th annual educational conference in Lubbock. The organization's institutional award went to Bill Rogers, field representative with Cargill Peanut. Fred and Helen Kuntz and Gaylon Goddard received the institute's commercial awards. The Kuntz operate Flagg Fertilizer. Goddard is a senior research agriculturist with American Cyanamid, based in Kansas. Goodpasture Inc. received the organization's environmental award. The institute presented a special award recognizing journalistic excellence in covering agriculture to the late "Big Ed" Wilkes, longtime farm broadcaster and personality at radio stations KFYO and KRFE in Lubbock.

As lawmakers and law enforcement officials intensify their efforts to halt the production and distribution of methamphetamines throughout California, farmers and ranchers urge them to remember the landowners who have been abused by "fly-by-night" clandestine labs. The illegal labs that produce methamphetamine tend to be located in remote farming areas. Chemicals and waste materials from the manufacturing of methamphetamines can cause considerable harm to people and the environment. In addition, the cost of cleaning up Meth labs is staggering and usually falls on the shoulders of innocent property owners. With clean up costs as high as $150,000. Meth comes in many forms and can be smoked, snorted, orally ingested, or injected. Immediately after smoking the drug or injecting it intravenously, the user experiences an intense rush or "flash" that lasts only a few minutes. As with similar stimulants, users try to maintain the high by binging on the drug. Signs of a Meth lab:

December 1997 A griculture has changed dramatically, especially since the end of World War II. Food and fiber productivity soared due to new technologies, mechanization, increased chemical use, specialization and government policies that favored maximizing production. These changes allowed fewer farmers with reduced labor demands to produce the majority of the food and fiber in the U.S. Although these changes have had many positive effects and reduced many risks in farming, there have also been significant costs.Prominent among these are topsoil depletion, groundwater contamination, the decline of family farms, continued neglect of the living and working conditions for farm laborers, increasing costs of production, and the disintegration of economic and social conditions in rural communities. A growing movement has emerged during the past two decades to question the role of the agricultural establishment in promoting practices that contribute to these social problems. Today this movement for sustainable agriculture is garnering increasing support and acceptance within mainstream agriculture. Not only does sustainable agriculture address many environmental and social concerns, but it offers innovative and economically viable opportunities for growers, laborers, consumers, policymakers and many others in the entire food system.
