CEEP studies issues related to charter schools
One of the most compelling forms of alternative education to surface in the past two decades has been the creation of charter schools. Since the first charter school was established in Minnesota in 1992, advocates from all sides have grappled with the various issues and questions that continue to be raised. In 2004, there were approximately 3,000 charter schools in operation in 41 states, and so far, the results have been mixed. Charter-related issues currently under examination by researchers at the Center for Evaluation and Education Policy include revocation and nonrenewal, school sponsorship, racial segregation, and gifted education. Charter schools are publicly funded, tuition-free schools of choice that enjoy greater autonomy than traditional public schools. The charter that establishes each school is a performance contract that details the school’s mission, goals, students served, and methods of assessment. Because the terms of operation are usually from three to five years, the schools must demonstrate they are achieving the approved goals in order to be renewed. Charter school sponsors include school districts, state boards or departments of education, other public entities including cities or counties, and new public boards created specifically to serve as sponsors. Researching the effectiveness of charter schools is difficult because there is significant variation across states. In some states, charter schools have the flexibility to hire teachers according to their own standards, free from certain bureaucratic and union rules, according to research conducted by Assistant Professor Suzanne Eckes and CEEP research associate Kelly Rapp. In fact, says Eckes, “Some charter schools may even create their own calendar or length of the school day.”

In too many instances, charter schools are a distraction to meaningful reform rather than a model for effective change, Feldman noted. Do Charter Schools Measure Up? The Charter School Experiment After 10 Years , studied the decade-long charter school movement. Charter schools are publicly funded schools that are operated by community-based groups, private business, or groups of educators and parents. The charter schools generally are freer from public school rules and regulations and often are held less accountable for student achievement than other public schools. Former AFT president Albert Shanker first proposed the idea of charter schools in 1988, describing them as laboratories of innovation where new curriculum or teaching strategies could be developed without burdensome red tape. Shanker saw charter schools as a tool to improve instruction, student learning and raise achievement levels.

The charter school movement is a reform through which American Indians can gain back their sovereignty, a way in which they can step forward on their own behalf and on behalf of their children. However, the existence of such schools alone is not enough, as is shown in this paper through a small-scale ethnographic study of an urban charter school serving students from some 30 tribes. This study indicates that despite the best of intentions, it is often difficult to change common mainstream educational practices. Rather than simply changing what we teach, it is necessary to look more deeply at how we teach and how we structure the learning environment. Taking such issues into consideration can provide America Indian children with the education they deserve and the education indigenous people, both urban and rural, have been requesting for over a century. In effect, the Indian has rejected the American educational system because it first rejected him: Indians have desired education, but within a system that includes the home and community in the educational process. It is through this process that Indian children learn their tribal language, custom, tradition, religion, and philosophy. If the Native American Indian appears to be apathetic about supporting the efforts of his children to succeed in school, it is not because of hostility to the educational process, but rather because of his rejection of the narrowness of the system that controls the education process. The St. Helena Gullah International Academy received preliminary approval from the state's Charter School Advisory Committee on June 30, and members of the school's planning committee are expected to address the school board July 26. Under the South Carolina Charter School Act of 1996, the school board has the authority to approve or deny a charter school application, and if the board makes no decision within that period, the application is considered approved.

Study: Charter schools struggle
The schools often run deficits, and the state study finds shortcomings in measuring standards.
By CARRIE JOHNSON, Times Staff Writer Published February 9, 2005 TALLAHASSEE - Nearly 30 percent of Florida charter schools ran deficits in 2003, forcing local school districts to bail them out, legislators were told Tuesday. A state study also raised questions about the lack of academic accountability for charter schools. About two-thirds of the 50 charter contracts state auditors reviewed failed to include measurable performance objectives, so it's hard to tell how well they are doing. The combination of financial problems and lack of academic standards is causing a strain between charter school and local school districts, lawmakers were told.

    With the implementation of the ABCs of Public Education, the Excellent Schools Act, charter school
    legislation, and other reforms, North Carolina lawmakers have put education at the top of the priority list. But even after some recent progress, repeated problems with the state testing program and disappointing performance from our high school students suggest that more fundamental changes are needed.
    Declining Productivity The biggest challenge facing North Carolina public education is low productivity. What gains have occurred in recent years have come at great cost to taxpayers. Over the past decade, per-pupil spending grew by 56 percent, more than twice the rate of inflation, much of it to hire teachers and pay them more. In 2001-02, our public schools spent an average of more than $7,600 per pupil. But there is no merit pay for individual teachers, no real way for principals to hire and retain whom they wish, and little competitive pressure placed on the monopoly.
    Recommendations
  • In addition to measuring, reporting, and rewarding overall growth in school test scores, the ABC system should reward individual teachers based on the value they add to the performance of their students.

Description of Working Group:
The PKIX Working Group was established in the Fall of 1995 with the
intent of developing Internet standards needed to support an
X.509-based PKI. The scope of PKIX work has expanded beyond this
initial goal. PKIX not only profiles ITU PKI standards, but also
develops new standards apropos to the use of X.509-based PKIs in the
Internet.
PKIX has produced several informational and standards track documents
