2005 LEGISLATIVE INITIATIVES
Not all children thrive in traditional classroom settings. Charter schools, through innovative teaching methods and curricula, offer important alternatives that deserve our support. The Lingle-Aiona Administration’s Charter School Opportunity Act of 2005 would significantly improve charter school laws passed six years ago. This measure is a collaborative product of many concerned residents, including charter school parents, teachers and administrators. It reflects suggestions made by the legislative auditor, the Legislative Reference Bureau in its recent report on non-contiguous charter school districts, and suggestions from individual legislators. Additionally, the proposal incorporates guidelines from the U.S. Department of Education, charter school laws in other states and model charter school legislation guidelines. Posted on 07/05/2001 19:45:56 PDT by On the second day of its national convention, the National Education Association adopted a new policy on charter schools, its first major statement on the subject since the schools began proliferating in the mid-1990s. NEA President Bob Chase said the policy simply clarifies the union's position, including its opposition to granting charters to for-profit companies. Publicly funded but independently managed, charter schools generally operate under fewer regulations than traditional public schools, promising in their charters, or operating agreements, that student performance will improve. About 2,100 charter schools operate in 34 states and the District of Columbia. Most are run by parent groups, nonprofit organizations or for-profit education companies. About 518,000 of the nation's 45 million school-aged children attended charter schools last spring, many in urban school districts. While many charter schools have been successful, Chase said, ``They have been implemented poorly in some instances.''

CHARTER SCHOOL STANDARDS
INTRODUCTION
Any certified instructor of the GMAU may charter a school, teaching the gospel and their system of martial arts to others. Although these schools will vary from small clubs to large academies, each school must follow the standards of the GMAU. If it is learned that any GMAU instructor is falling short of these standards (proven evidence of teachings, conduct, misrepresentation, or other, not in keeping with standards set by the GMAU) their certification will be revoked.

CHARTER STANDARDS
  • Each school must be run by a certified GMAU instructor. Each school must be sponsored by a church, which adheres to the fundamentals of the faith as identified in the "Doctrinal Position" of the GMAU. A letter from the pastor, written on church letterhead, must be on record with the GMAU. The role of the church is to keep the school spiritually accountable. Hence, the school must make a report to its sponsor church at least once a year regarding the current state of the ministry. Each school must teach a Martial Arts system that has been approved by the GMAU. The system taught may either be a supported Ryu, or another system that meets the

    Recovery School District
    General Overview The Louisiana legislature, pursuant to Louisiana Revised Statute 17:1990 created the Recovery School District for the purpose of improving failing schools. The Legislature, pursuant to Louisiana Revised Statute 17:10.5, granted the Recovery School District (RSD) the authority to operate any public elementary or secondary school which has been transferred to its jurisdiction.
    A failed school shall be reorganized, as necessary, and operated by the Recovery School District as a Type 5 Charter School.
    The Recovery School District Office provides technical assistance to providers interested in or currently operating a Type 5 Charter School through the following leadership and management strategies:
    • Conducting technical assistance workshops to assist potential providers prepare applications. Facilitating all state takeover activities between the Local Education Agency (LEA) and the provider.

    What Is a Charter School?
    A charter school in Colorado is a public school operated by a group of parents, teachers and/or community members as a semi-autonomous school of choice within a school district, operating under a contract or "charter" contract between the members of the charter school community and the local board of education. In a charter school, each student, parent and teacher chooses to be there. The "charter," as defined in the Charter Schools Act (Sections 22-30.5-101et. seq. C.R.S.), spells out the school goals, standards, education design, governance and operations. The degree of autonomy to be exercised by the charter school on such issues as personnel, curriculum and facilities is negotiated between the charter applicants and the local school district and reflected in the charter. School-centered governance, autonomy, and a clear design for how and what students will learn are the essential characteristics of a charter school. Under Colorado law, a charter school is not a separate legal entity independent of the school district, but rather is a public school defined uniquely by a charter and partially autonomous while remaining within the school district. The approved charter application and accompanying agreements are the charter which serve as a contract between the charter school and the local board of education.
