Charter schools are public, government-operated schools that offer their organizers exemption from many state regulations in exchange for the guarantee that they will meet certain performance standards. Charter school laws vary widely across the nation with regard to autonomy, teacher certification and accountability requirements. Examples: 41 states and the District of Columbia have charter school laws, with 2,996 schools serving approximately 741,949 children.
Measures of a charter law’s strength
  • Number of charter schools permitted; Creation of multiple chartering authorities and a binding appeals process; Wide variety of acceptable applicants to run charter schools allowed; New start-ups permitted; Formal evidence of local support not required of new charter schools; Automatic waiver from laws and regulations extended to charter schools; Charter schools that enjoy relative legal and operational autonomy; New charter schools guaranteed full funding;

Proceedings of the National Charter School Authorizers and Sponsors Symposium - These proceedings summarize the March 2003 National Charter School Authorizers and Sponsors Symposium held in Portland, Oregon. The focus is on issues confronting authorizers, sponsors, and other stakeholders in the area of school choice, with the overall aim of producing better-run public schools of choice and ultimately increase student achievement. NW Education: The Wild Blue Yonder: Charter Schools Fly Into the Unknown (Spring 2001) - The U.S. charter school movement is 10 years old this year. In the Northwest, charters were slow to get a toehold, lagging behind such pioneering states as Minnesota, Arizona, and California. But by now they've been around long enough for patterns of both promise and concern to emerge. Here we take you inside this bold new experiment in school reform and show you how it looks from the Northwest perspective. With Alaska taking the lead and Oregon and Idaho close behind, charter schools are carving out a definite niche in the region's school choice mix. Where these brave pioneers are headed is still a big unknown. But the journey is sure to be an adventure. "Charter Starters": Leadership Training Workbook Series - This series of workbooks provides materials and resources in the following five core content areas: start-up logistics, regulatory issues, assessment and accountability, governance and management, and community relations. A training guide is also available for those providing technical assistance to charter schools.

Parents Under Siege
Martha Foley What IS it about some kids? Why does ONE teenager run into trouble time after time, when his or her siblings don’t? Why do kids make bad choices, just when parents think they’re doing the best they can to love, support, and encourage them? From kindergarten to college, a new school year brings kids new challenges, renewed problems. From bullying to binge-drinking. Dr. James Garbarino is recognized as a leading authority on child development and youth violence. His books include "Lost Boys: Why Our Sons Turn Violent and How We Can Save Them". And, "Parents Under Siege: Why You Are the Solution, Not the Problem in Your Chld’s Life". Overview
Charter schools are public schools that may provide instruction in grades kindergarten through 12. Charter schools are usually created or organized by a group of parents, teachers and other educators, and community leaders or community-based organizations. An existing public school board usually authorizes charter schools. The specific goals and operating procedures for a charter school are detailed in the agreement (or "charter") between the board and the organizers.
Key objectives are to:
  • Provide choices for parents and students within the public school system for innovative, high-quality learning opportunities. Stimulate competition in the educational market.

Education Working Paper
No. 1 July 2003 Apples to Apples: An Evaluation of Charter Schools Serving General Student Populations Jay P. Greene, Ph.D.
Senior Fellow, Manhattan Institute for Policy Research
Greg Forster, Ph.D.
Senior Research Associate, Manhattan Institute for Policy Research
Marcus A. Winters
Research Associate, Manhattan Institute for Policy Research Executive Summary
Charter schools—public schools that are exempt from many of the procedural regulations that apply to regular public schools—are a widespread but poorly-studied form of education reform. With nearly 2,700 charter schools now educating more than 684,000 children nationwide, policymakers and parents need to know how the education charter schools provide compares to that provided by regular public schools.
Assessing the academic performance of charter schools is difficult, because many charter schools are targeted toward specific populations such as at-risk students, disabled students, and juvenile delinquents. This makes it very challenging for researchers to draw a fair comparison—comparing targeted charter schools to regular public schools is like comparing apples and zebras. As a result, there are very few reliable research findings on the academic quality of charter schools as compared to regular public schools.
