This Critical Issue was researched and written by NCREL Program Associate Rhetta Detrich, Program Associate Rebecca Phillips, and former NCREL Policy Information Director Deanna Durrett.
ISSUE: In the decade since the first charter school opened, an incredibly diverse array of charter schools have opened their doors to an equally diverse mix of instructional models, students, and staff. Stories of success, failure, struggle, and achievement have surfaced in this effort to improve public education. Tracking the true measure of their success will continue well into the new millennium, but there is no doubt that the dynamic debate they ignite has already had enormous impact in the educational arena. The pros and cons of charter schools have opened a dialogue, which in itself is impacting, energizing, and informing school improvement research, policy, and practice. This Critical Issue looks at that dynamic. This Critical Issue also puts charter school development in an historic as well as legislative context, posits three ongoing themes that permeate the ongoing debate surrounding charter schools, and delineates common traits among successful charter schools.

Information for Investors School Overview Boston Preparatory Charter Public School (BPCPS) opened its doors on Tuesday, September 7th with an inaugural class of 110 sixth graders. BPCPS received its charter from the Massachusetts Board of Education in February of 2003. BPCPS was one of only five schools to receive a charter, from an initial collection of 25 charter prospectuses. BPCPS was the only school focused exclusively on the city of Boston which received a charter.
Our mission is to utilize rigorous curriculum, extended academic time, and a range of supports for children and families to prepare 6th-12th grade students to succeed in college. An environment structured around scholarship and personal growth will cultivate students' virtues of courage, compassion, integrity, perseverance, and respect.
At full capacity, we will serve 300 6th-12th graders. As an affiliate of the Academy of the Pacific Rim Charter School, we will replicate systems which have led to remarkable student achievement: APR students' MCAS scores and college acceptance rates have surpassed city and state averages. APR's program for character education has been studied by international observers and is described in numerous publications. At the same time, BPCPS will be distinguished by notable refinements, including enhanced supports for learning, a substantive, all-inclusive enrichment program, and a uniquely New England-based school ethos, inspired by thinkers such as Ralph Waldo Emerson, W.E.B. The goal of this act is to provide opportunities for teachers, parents, and community members to establish independent and autonomous public schools in order to improve student learning and achievement; increase learning opportunities for all students, with special emphasis on expanded learning experiences for students who are at-risk of academic failure; encourage use of different and innovative teaching methods; create new professional opportunities for teachers, school administrators, and other school personnel. Charter schools offer an important opportunity to promote educational innovation and excellence. Charter schools also bring new leaders, resources, and ideas into public education. And as part of the Department of Education's overall reform strategy, charter schools are valued as another important way to deliver a quality education to students.
