Charter Schools: An Approach for Rural Education? ERIC Digest.
Charter schools have emerged in the 1990s as a prominent and controversial school reform idea. This Digest describes characteristics of charter schools, outlines some tentative research findings, discusses advantages and shortcomings, and summarizes challenges rural communities might face in starting such a school.
WHAT WE HAVE LEARNED ABOUT CHARTER SCHOOLS
In some ways, charter schools are traditional and tap historic rural roots of public education. They give parents, students, and educators public school alternatives based on the idea that competition will bring educational innovations (Thomas, 1996). But there is potential for controversy, especially in poor rural communities with limited financial and educational resources to support additional schools. Since Minnesota passed the first charter school law in 1991, 32 other states and the District of Columbia have passed similar legislation (Hirsch, 1998). The Center for Education Reform (1998) estimated 1,129 charter schools existed nationwide in September 1998. Most schools were in the South and West. Half were in three states: Arizona, California, and Michigan. Almost another quarter were in four other states: Colorado, Florida, North Carolina, and Texas. While the number of charter schools has increased rapidly since 1991, these schools represented only about 0.5% of public school students in charter states during the 1996-1997 school year (RPP International, 1998). It is unclear how many were in rural areas.

Charter schools are public schools of choice with different learning opportunities for children and increase involvement with parents and community members. A charter school is able to design and deliver programs to meet the needs of the community. The school can offer students higher standards and more hands on learning. Hernando County's first charter school is the Gulf Coast Academy of Science and Technology. In Florida, funding for charter school comes from the state and sponsored by the local districts. As with public schools, the portion of money from the state is allotted by the Florida Legislature and distributed per student. This is referred to FTE or Full Time Equivalent. The charter school students must also pass all state exams and meet all of the state requirements as with the public schools. Charter schools are operated by parents, teachers, administrators and community members. To become a charter school a proposal must be submitted to Hernando County School Board. The following items need to be completed and submitted for approval. Charter School Information What are Charter Schools? Conversion charter schools are public schools that operate under a "charter," or a performance contract. This contract frees them from most rules and regulations created for traditional public schools. As part of the contract, charter schools are held accountable for academic and financial results. Advantages of becoming a conversion charter school:
  • Organized and operated as a "not for profit" organization. Governed by a board of directors. Most decisions are made at the school level not the district level. We receive approximately 94% of revenue generated by the school (as opposed to 83% we would receive). We control how the money is spent. We have more flexibility and resources. Compliance and accountability for Sunshine State Standards and FCAT remain the same. The School District receives 5% of revenue generated and provides certain services according to state statute. In addition, we have the option of contracting other services such as: payroll, student transportation and student services from the district at their cost. Contracts for retirement, benefits, and wages follow the county negotiated system.

A charter school is a public school. It is open to all students and there is no tuition. Every charter school has a "charter". This is a performance contract between the group operating the school and the State Board of Education that spells out the mission, program, academic performance goals and methods of assessment that will be used to measure academic performance. Charter schools have an increased level of autonomy. They are in some instances granted waivers from state mandated laws and regulations. Charter schools have a higher level of accountability than traditional public schools. In addition to being held to the same standards as traditional public schools, charter schools are subject to additional yearly evaluations. Charter schools are held accountable for the measurable academic performance goals established in the school's charter or contract.
Types of Charter Schools
Conversion charter schools : public schools that are converted to charter schools, or a charter school that is newly created to be part of an already established school district. Only students in the school district can attend the charter school. (e.g. Raider Open Door Academy)

The division consists of seven service areas and provides centralized and managerial support services to the department to ensure effective and cost-efficient operation of the agency, along with having primary responsibility in the development of administrative rules and the department's biennial budget. The division provides consultative services to school districts and the public on school finance, management, and organizational issues and administers state and federal aids and grants to school districts, county children with disabilities education boards (CCDEBs), cooperative educational service agencies (CESAs) and other service providers. School Financial Services - administers programs that support schools with general and categorical aids and grants for special projects. School Nutrition - administers federal and state school nutrition programs.
