The Mission of the Minnesota Association
of Charter Schools
On Tuesday, August 30, 2005, the Executive Committee took a number of actions , including approving a new Mission Statement for MACS: To enhance the capacity, assure the quality and promote the choice of public charter schools in Minnesota. As a membership organization we accomplish our mission through: • Effective advocacy and outreach; • Innovative leadership development and support; • Quality services and training; • Resource brokering and connecting people and ideas; and • Transparent accountability. A Piccolo Perspective NO. 2 - September 7, 2005 The MACS web site has a new feature: a column authored by Eugene Piccolo, Executive Director, entitled “ A Piccolo Perspective Piccolo means "little" or "small" in Italian and reflects that the column features a variety of "piccolo" thoughts on some of the big issues, ideas, challenges and opportunities in public education, the charter school movement and our society.

  • Operated independently from the school district in which they are located Incorporated as a 501(c)(3) nonprofit organization or as a teacher cooperative Staffed by teachers who have appropriate state licensure Funded primarily by state general education revenue with start-up funding in the first three years provided by the federal government Located in leased facilities, funded in large measure by lease aid, a state program that provides per pupil funding to compensate for the fact that charter schools cannot own property, levy taxes, or issue bonds Open to all who apply, except if the school is over-subscribed, in which case a lottery is held for all of the students who applied before the deadline. Findings from the City of Big Shoulders , shows that charter students score five to six points higher in math and approximately five points higher in reading. If these gains continue, the belabored achievement gap between disadvantaged, minority students and middle-income, white students will all but disappear during the elementary school years. Wonderland Charter School is up and running well! In case you haven't heard, a few parents opened a public school called Wonderland Charter School. We opened on time in September 1999 and having been going strong since. We emphasize the word public because it is just that. It gives parents a choice of where they want their child to go to school and what they want them to learn. Being public also means there is no tuition or other charges to attend this school!

The charter document is a contract that gives the charter petitioner the authority and the public funding to operate the charter school and states how the charter school will be run. In order to continue to operate the charter school the charter petitioner is required to meet the performance objectives stated in the charter document.
There are 2 primary types of charter school:
1. Conversion charter schools. An existing traditional public school can become a charter school if the faculty and parents at the school vote to convert the school to a charter school (subject to approval of their charter petition).
2. Start-up charter schools. Individuals and organizations can submit a petition to start a new charter school from scratch.

Based on this recommendation, the U.S. Department of Education has joined in collaboration with the Policy Support & Studies Program at WestEd and the California State University (CSU) Institute for Education Reform, Charter Schools Project, to develop this national demonstration project. This web site will field test the use of web-based technologies in supporting educational innovation in charter schools. A pilot version of this site will be released to the public for a 60 day trial period beginning April 15th, 1997." Central Indiana Options in Education was established as a 501 (c) (3) corporation in the fall of 2001. The corporation seeks to provide public high school alternatives for students in Central Indiana. Options Charter School - Carmel opened in the fall of 2002.
