"It's simply nothing more than teaching youngsters and, for that matter, ultimately adults to do the right thing when no one is looking, when you don't need to, when there is no reward for doing the right thing," said Secretary of State Colin Powell at the June 19 White House Conference on Character and Community, which prominently featured psychologists' research on fostering children's ethical and moral development. Hosted by first lady Laura Bush, the meeting brought together about 200 educators, researchers, congressional and government officials, and schoolchildren to discuss research-based methods of integrating service learning and character development into education. "Some people think of education in terms of the Three R'sreading, writing and arithmeticbut another R is essential: responsibility," the first lady said in her opening remarks. The nine conference speakers, who included several psychologists, Secretary of Education Rod Paige, PhD, the first lady and President Bush, explained how educators can teach that fourth R, as well as fairness, sharing, trust, tolerance, respect and caring. "The conference was another initiative in keeping with this administration's strong commitment to a science-based approach to education reform in both academic and nonacademic arenas," says Cynthia Belar, PhD, executive director of APA's Education Directorate and one of the White House invitees. "In particular, this event clearly highlighted the potential contributions psychology can make in these endeavors."

Character Development Seminar Character Development Seminars (CDS) are three-day CHARACTER COUNTS! courses that prepare teachers, youth leaders and other youth-influencing adults to teach principled reasoning and ethical decision-making based on the Six Pillars. CDS graduates work with each other as a team to help youth in a single community. Graduates include thousands of teachers, administrators, agency representatives and student leaders at sites from California to Connecticut. Their numbers are growing as more school districts and surrounding municipalities join CHARACTER COUNTS!.

CHARACTER DEVELOPMENT
It must have been observed that while expounding the methods, we have restrained ourselves to generalities, since what the teacher has to do in specific situations or in specific stages of each of his students has to be determined by him, and no specific prescriptions can be made in advance. In the same way, if we are to present a programme or a curriculum in regard to the contents, it can only be in the form of a very general guideline, and it has to be implemented by the teacher not as a fixed framework of a rigid syllabus, but as flexible and experimental set of ideas and suggestions. The teacher has to feel free to modify, enrich or alter it in an experimental manner while dealing with his students in specific situations or in specific stages of development. An exploratory draft programme which is being presented here should be looked up in this light. One of the important instruments by which these three elements can be made operative in the educational process is that of good stories. A programme of character development must provide for a large number of stories that illustrate the themes of illumination, love and heroism. But care should be taken to ensure that these stories should have been written in a language that is chaste and beautiful. They can be selected from the world literature but made available to the children in the language which they all understand and appreciate. They should be full of human interest, and they should be able to create an atmosphere that is clean and uplifting.

This article describes a course of study, developed in partnership with general and special education teachers, that addresses understandings of the needs of people with disabilities through the use of integrated language arts curriculum. The article chronicles the yearlong journey of a class of 5th-graders who learned about people with special needs through literacy instruction and interaction with the early childhood special education students on their urban campus. The authors hope that general education teachers will use this format to develop similar courses of study in their own classrooms. Background and Purpose Melanie: Attempting to lead elementary students to an understanding of people with disabilities is a huge undertaking. As an early childhood special education teacher and former general education 4th-/5th-grade teacher, I had a unique view of this awesome task. I have always believed that while it is important to offer the very best learning opportunities to students with disabilities, it is perhaps an even more critical responsibility to educate the general student body concerning the abilities and limitations of the special population.
