The long-term solution to solving these problems is to develop a societal norm based on a limited number of core values. This is not new to camp professionals. Camp people have known the importance of developing character for well over a hundred years. We have been developing character by teaching a set of core values. Now we need to help the rest of the world to understand that adults need to teach and demonstrate these values to children and youth. Our society has a problem in providing positive youth development for all kids. In many ways, we adults give the wrong message to youth. Many adults are afraid of teens and because of this, they stop communicating with them. How many adults know the names of the children and youth in their neighborhood? How much conversation goes on between adults and teens when it is not organized? How much eye contact is there with teens who dress differently or who are pierced?

The Center for Character Development (CCD) at AU is designed to serve as a clearinghouse and resource center for parents, teachers, community leaders—anyone who would like to learn how to make good character a part of every classroom and help with building community coalitions that provide clear, consistent messages on developing good character. Since its launch CCD has been in contact with communities across the State of Indiana, sharing strategies for effective character education. The CCD believes that character education must be classroom-based and community embraced. It is imperative that teachers, parents, business and community leaders and everyone in the community be invited to play a part in teaching young persons about how to be responsible, respectful citizens.

University of Connecticut, Storrs, CT R aising children to become decent and responsible adults is a complex and challenging job- one that is becoming increasingly difficult in our society. To be a person of good character, youth must develop strengths. They must know what is good; they must desire to do the good; they must be willing to do good, and they must develop a lifestyle that supports the desire and willingness to do good. As a school-age child care provider, you play a critical role in a child's development of good character. Qualities that define good character have been debated by various groups, but in 1992, the Josephson Institute of Ethics , with the help of scholars, parents, youth workers and others, published the Aspen Declaration . This Declaration has become the corner-stone for the character development education programs in the United States. The Aspen Declaration states:

    Introduction
    Increased character education is one alternative available to help what many see as the mayhem of moral decline in America . Research suggests a correlation between the teaching of character education of youth and its positive ethical results throughout the United States. While these findings demonstrate positive changes experienced by youth audiences, no research to date has been conducted on the effects that teaching Character Counts! has on those teaching the program. The research project reported here examined Character Counts! Program's impact on Cooperative Extension and on the personal and societal lives of Extension educators and assistants. In a recent survey of 20,829 high school and middle school students conducted by the Josephson Institute of Ethics (1997) found the following.
