Chad struggles to outlaw wife-beating
In the teeth of Qur'an 4:34. "Chad Struggles to Pass New Family Law," from the VOA News , with thanks to Twostellas: Chad's government is pushing for a new family law that, among other things, aims to reduce gender disparities by outlawing wife beating and raising the minimum age for marriage . The proposed civil code is facing continued resistance from traditionalists in the largely conservative Muslim society. Chad's president, Idriss Deby, used a recent rally marking the celebration of International Women's Day to express his commitment to pushing the law through, saying the injustices done to women must be repaired. If adopted, the proposed family code would replace one that has been in place since before the country gained independence from France four-and-a-half decades ago. Proponents hope its passage will help reduce the differences in treatment under the law between Chad's more than nine million men and women. But the law's future is far from ensured. A human rights activist, Dobian Assingar, says multiple delays in the process highlight divisions in Chad's majority Muslim society over whether women should be treated as equals. He says the law has now been held up for more than three years in cabinet discussions. It has yet to go before parliament. Mr. Assingar blames the weakness of the state's authority faced with pressure from, what he says is a small number of conservative Muslim leaders.

In Queer Fictions of the Past, Scott Bravmann seeks not to document the history of lesbians and gay men, but to analyze the "multiple, complex, and inconsistent ways that historical arguments motivate gay and lesbian identities, communities, and politics." (p. ix) Building on the insights of lesbian and gay studies, queer theory, and a variety of other "postmodern" approaches to scholarship, he launches a "queer cultural studies of history" in an effort to challenge scholars' beliefs in the objectivity and stability of historical narratives of lesbian and gay experiences, as well as to explore the complicated interplay between such narratives and competing conceptions of the lesbian and gay present. (p. x) Focusing this queer cultural studies of history on lesbian and gay historical monographs, Bravmann suggests that scholars "begin thinking about 'the making of the modern homosexual' not as a 'fact' but as an argument." (p. 9) By this he means that lesbian and gay historians should be aware that their accounts of the past do not simply describe historical events and processes, but actually contribute to the naturalization and homogenization of the present-day category of "the homosexual" by contrasting it with preceding, differently-constructed conceptions of identity and...

    Over the last five years, a cultural heritage management programme has been carried out in areas of Chad and Cameroon impacted by construction work associated with the Chad Export Project. This project has involved construction of oilfield facilities around Doba in southern Chad, a 1069-kilometre pipeline running from Doba through Cameroon to the Atlantic coast (Figure 1), and a marine terminal off the Cameroonian coast at Kribi. It has been undertaken by a consortium of international oil companies, with World Bank and national government involvement, and the Environmental Master Plan has included a significant archaeological component.

Chad is rich in natural resources, and the recent discovery of large oil deposits has created great enthusiasm for the country's future economic development. Approximately 50 percent of Chad's ethnically diverse population is Muslim.
    Chad's education system is based on the French model, making French the primary language of instruction in most higher education institutions. The University of N'Djamena is the country's main university, comprised of three faculties: the Faculty of Law and Economics, the Faculty of Arts and Human Sciences, and the Faculty of Pure and Applied Sciences.

    Chad Plants and Animal Back to Top Since the 1950s, Chad's food production has declined. Even so, contempt pockets of malnutrition remaining in areas where rains failed or locusts damaged local crops, the overall picture for Chad's food production was good in the 1985-87 time. The rebound of food production in this time was the result of good rains, the return of political stability, and the absence of major conflict in the sahelian and soudanian zones. The downturn in cotton production and added restrictions on its cultivation also released lands and labor for farmers to put into food production. Production was so high in these years that, for the first time in a decade, it was around that Chad had returned to food sufficiency. This followed a cereal shortfall in the drought years of 1984 and 1985 of around 325,000 tons. Total cereal production rose thereafter to the 700,000-ton level, well above the around 615,000 tons of grains needed for food sufficiency. Chad Communications Back to Top

Called the qir ka among the eastern Sara, qin ka among those of the center, and qel ka among the western subgroups, the term actually refers to the male ancestor from whom members of the lineage believe they descend. Within the context of the qir ka, an individual identifies patrilineally. Legal identity and rights to land are determined by membership in the patrilineage. The mother's lineage, is not disregarded; it may offer shelter and support, when the individual is cut off from the paternal lineage, or benefit from certain kinds of labor obligations.

    Simon Ortiz Reclaims Acoma Simon Ortiz, Out There Somewhere . University of Arizona Press, 2002. 158 pp. $16.95 In the preface, Simon Ortiz proposes that Out There Somewhere transcribes a "Native sense of Existence." Ortiz variously defines this indigenous way of living as he roams hauchaw tyah haati —"out there somewhere"—uncovering the nuances of a contemporary colonized life subjected to social injustices in the everyday of America. Yet Ortiz faithfully returns to his sources of inspiration: Native Americans, the Aacquhmeh (the people of Acoma Pueblo), and sacred lands. Ortiz's journey "out there somewhere" charts a political, spiritual, and cultural reclamation of Acoma, which he identifies in the poem-prayer, "In The Moment Before," as "the land, culture, and community".
    The everyday of America is available to all Americans, yet Ortiz's work reminds us that a "Native sense of Existence" is clearly marginalized within American culture. So the first section of his book is appropriately titled "Margins." Transcribed in a mixed form of journal and free verse poetry, the opening poem, "Headlands Journal," forecasts the volume's moods of hope and joy even as the book conveys consternation and anger enkindled by a colonized life. In his treatise on Ortiz, Andrew Wiget offers insight on the reception of Ortiz's politicization of poetry. He argues that "An 'objective' aesthetic focusing on 'inherent aspects of form' is an impossibility" for a colonized person, and to those who would expect otherwise "his poetry must seem not only politically but aesthetically unattractive."

    Chad is a developing country in north central Africa with one of the lowest per capita incomes in the world. Chad faces challenges in the areas of political stability and economic development. Following Chadian independence in 1960, the intervening years of war, drought and famine severely damaged the country's institutions and its infrastructure. Facilities for tourism are limited.
    ENTRY REQUIREMENTS: A valid passport and visa are required. Evidence of yellow fever vaccination may also be required. Visitors must check in with the National Police and obtain a registration stamp within 72 hours of arrival.
