Resolution on Central America
As we gather at Bethlehem the first week of August 1983, we are keenly aware of the violence, suffering, injustice, war, and threat of war in Central America. We recognize the violence is a product of over four centuries of oppression of the poor in the region.
A Call to Prayer
We pray for all who sufferthe victims of torture, the families of those who have disappeared or been murdered in the crossfire of armed camps, the refugees, those in prison, and those whose struggle for dignity and economic survival is made more precarious by the violence. We pray for our Christian brothers and sisters in Central America, that their faith will be strong in adversity and that the church will have courage and strength in witnessing to the reconciling gospel of Christ. We pray for our mission and service representatives in Central America that their work will ease the burden of the suffering and their presence in sharing the risks of the people will impede the oppression of the powers and principalities.

Trinity University is a private, predominantly undergraduate institution that offers degrees in more than 25 departments and programs. In 2003, the institution was ranked number one among comprehensive universities in the West by U.S. News and World Report for the twelfth consecutive year. San Antonio, now the eighth largest city in the United States, has retained its sense of history and tradition while combining a multicultural heritage with cosmopolitan progress. The city is positioned within and south of the Balcones Fault Zone, which separates the Edwards Plateau (Texas "hill country") and Gulf Coastal Plain.
TRAVEL AND TRANSPORTATION
Most major airlines serve the San Antonio International Airport. Trinity is centrally located, ~6 miles south of the airport and 3 miles north of the renowned downtown Riverwalk area. Mexico's historical struggle against human rights abuse is not unique to the region. Civil war, land disputes and military rule are just some of the factors that have affected human rights conditions in Mexico's neighbors to the south in Central America.

President Vicente Fox came to office in 2000 on a wave of popular support for reform. Among his campaign pledges was a clean-up of human rights. But has Fox delivered? The results have been mixed.
One of Fox's first acts in office was to create a new cabinet position, deputy minister for Human Rights and Democracy. The release of police files pertaining to Mexico's "Dirty War" against dissenters in the 1970s and 1980s has become more of a pro-forma declassification routine, according to newspaper reports. A special prosecutor has been appointed to investigate abuses during the Dirty War, but human rights organizations charge that this falls short of earlier promises of a truth commission.
Although reports of torture at the hands of police continue, pressure from international human rights organizations led Fox in the past eight months to release three political prisoners, a follow-up to earlier releases of jailed environmental activists and indigenous rebels.

THE ANGLICAN CHURCH OF THE CENTRAL REGION OF AMERICA (IARCA)

THE PROTESTANT EPISCOPAL CHURCH IN THE UNITED STATES OF AMERICA (ECUSA) Preface The origins of the Episcopal Churches in Central America and Panama, which date back to 18th century, are based fundamentally on the Church of England and the Episcopal Church in the United States of America, developed as follows: England administered two colonies in Central America: Belize (1783-1982), and the Miskitia (1740-1894), which were mainly located in the region of Nicaragua and Honduras. The natives of these islands were first evangelized by the Church of England through the missionary societies, specially the Society for the Propagation of the Gospel (SPG). By 1742 the SPG sent the first lay missionary to the Nicaraguan Miskitia. However, the Church of England was unable to comprehend the difference between evangelization and cultural imposition. Thus, it failed to evangelize the Miskitia culture. By 1848, due to the commercialization of wood and bananas, cheap Afro-Antillean labor was brought to the region primarily from Jamaica. In 1896, the Bishop of Belize laid the cornerstone of the first Anglican Church, St. Mark's Church, in Bluefields, Nicaragua. During the XIX century and into the beginning of the XX century, as the principal lender to the Central American countries, England exerted strong economic influence in the region. Consequently, many English businessmen came to Central America and chaplaincies were established to serve the spiritual lives of the entrepreneurs and diplomats. In 1867 the Iglesia de Cristo was established in Guatemala in the British Consulate and its chaplain was even part of the diplomatic staff. In Costa Rica a treaty between the government and England allowed for jurisdiction of the chaplaincies in Honduras, Guatemala, and El Salvador was transferred from the Church of England to the Episcopal Church USA. In this way, in 1957 the Missionary District of the Episcopal Church in Central America was created with the Churches in Guatemala, Honduras, Nicaragua, and Costa Rica. David E. Richards was its first Bishop. He resided in Costa Rica.

1. 1 Second Japan-Central America Forum for Dialogue and Cooperation
The forum was held in Tokyo on July 29 and 30, 1996.
It was attended by representatives of six Central American countries, including Nicaraguan Foreign Minister Ernesto Leal, Costa Rican Foreign Minister Fernando Naranjo, El Salvadoran Foreign Minister Ramon E. Gonzalez, Guatemalan Foreign Minister Eduardo Stein, Honduran Vice Planning Minister Julio Quintanilla, and Panamanian Vice Foreign Minister Alejandro Ferrer. Japan's representatives at the Forum included Foreign Minister Yukihiko Ikeda.
During the Forum, participants worked to foster mutual understanding between Japan and Central America by exchanging views on issues of common concern, such as the Asian and Latin American situations, the international economic situation, including moves toward integration of the Central American economy, multilateral cooperation in the United Nations and elsewhere, economic and technical cooperation, and the promotion of tourism.
Japan and the Central American nations agreed to establish the Forum, as an organ for regular high-level inter-government consultation, at the Japan-Central America foreign ministerial meeting held during the United Nations General Assembly in 1995. The first meeting of the Forum was held in San Salvador, the capital city of El Salvador, in November 1995.

Because in some cases you'll need to fly a long distance to reach your departure city, we suggest that you arrive at the departure city at least one or two days in advance of your trip.
