The 1995 constitution provides for a president, elected by universal suffrage for a six-year term, renewable only once, and an 85-member national assembly, similarly elected for a five-year term. There is also an advisory economic and regional council, half of whose members are appointed by the president and half of whom are elected by the assembly. The president, who is head of state, appoints a prime minister to head a council of ministers. History
A French colony from the late 19th century, the territory of Ubangi-Shari became self-governing within French Equatorial Africa in 1958 and two years later achieved full independence.

HISTORY
The C.A.R. appears to have been settled from at least the 7th century on by overlapping empires, including the Kanem-Bornou, Ouaddai, Baguirmi, and Dafour groups based in Lake Chad and the Upper Nile. Later, various sultanates claimed present-day C.A.R, using the entire Oubangui region as a slave reservoir, from which slaves were traded north across the Sahara and to West Africa for export by European traders. Population migration in the 18th and 19th centuries brought new migrants into the area, including the Zande, Banda, and Baya-Mandjia.
On January 1, 1966, following a swift and almost bloodless coup, Col. Jean-Bedel Bokassa assumed power as President of the Republic. Bokassa abolished the constitution of 1959, dissolved the National Assembly, and issued a decree that placed all legislative and executive powers in the hands of the president. On December 4, 1976, the republic became a monarchy with the promulgation of the imperial constitution and the proclamation of the president as Emperor Bokassa I. His regime was characterized by numerous human rights atrocities.

The military campaign which finally brought down the Mobutu regime began in the remote northeastern part of the country in 1994. It was triggered by events in neighboring Rwanda where militias from the majority ethnic group, the Hutu, has been engaged in a campaign of genocide against the minority Tutsi (see Rwanda country section for more detail). The genocide had been brought to an end by the intervention of the Rwandan Patriotic Front (RPF), a Tutsi-led force based in Uganda. The Hutu militia, who were largely responsible for the mass killings, had mostly fled into northeastern Zaire. The RPF pursued them, but their incursion took on a different aspect and a momentum of its own as other groups, including many long-term exiled opponents of Mobutu, coalesced around the RPF. Laurent Kabila, then a little-known Zairian opposition figure who had been based in Uganda for several decades, was adopted as leader of this newly-formed anti-Mobutu coalition. By the autumn of 1996, this disparate formation, operating as the (AFDL), had completed their takeover of the entire country. (Mobutu left for Morocco where he died shortly afterwards.) However, once in power, Kabila proved incapable either of handling the multifarious elements in his coalition or tackling the huge problems which faced the country, which was renamed the Democratic Republic of Congo.

Countries included in this region. Transmission and Symptoms Malaria is a serious disease that is transmitted to humans by the bite of an infected female Anopheles mosquito. Symptoms may include fever and flu-like illness, including chills, headache, muscle aches, and fatigue. Malaria may cause anemia and jaundice. Plasmodium falciparum infections, if not immediately treated, may cause kidney failure, coma, and death. Malaria can often be prevented by using antimalarial drugs and by using personal protection measures to prevent mosquito bites. However, in spite of all protective measures, travelers may still develop malaria. Malaria symptoms will occur at least 7 to 9 days after being bitten by an infected mosquito. Fever in the first week of travel in a malaria-risk area is unlikely to be malaria; however, any fever should be promptly evaluated.

Much has been said and written about Nigeria, her people and culture, economy and politics, that sheds light on the tremendous potential of this African Giant. However, little is known to the outside world about the many exciting tourist attractions available in Nigeria: Historic sites nestled amid rivers and rain forests, breathtaking mountain vistas, remote creek villages, miles of pristine beaches and exotic national wildlife reserves. There are also museums, festivals, music and dance, a rich cultural melange right down to everyday traditional markets. These are just some of the spectacular sights and sensual delights awaiting the traveler to Nigeria. Nigeria has the largest population of any country in Africa (about 120 million), and the greatest diversity of cultures, ways of life, cities and terrain. With a total land area of 923,768 sq. km. (356,668 sq. mi.) Nigeria is the 14th largest country in Africa. Its coastline, on the Gulf of Guinea, stretches 774 km (480 mi.). Nigeria shares its international border of 4,470 km (2513 mi.) with four neighbors: Chad, Cameroon, Benin, and Niger. Until 1989 the capital was Lagos, with a population of about 2,500,000, but the government recently moved the capital to Abuja. CLIMATE AND WEATHER Nigeria lies entirely within the tropics yet there are wide climactic variations. In general, there are two seasons, dry and wet, throughout Nigeria. Near the coast, the seasons are less sharply defined. Temperatures of over 900F are common in the north, but near the coast, where the humidity is higher, temperatures seldom climb above that mark. Inland, around the two great rivers, the wet season lasts from April-Oct. and the dry season from Nov.-March. Temperatures are highest from Feb-April in the south and MarchJune in the north; they're lowest in July and Aug. over most of the country.

Classification of the Centre library Below are some comments and clarifications of the rules used to classify (and put on shelves) the books of the Middle East Centre's library. They add to the general classification scheme indicated in the categories page.
Geography
The basic units are the modern states. The following directions apply:
General vs. geographic: A, NA, P.
There are three general, non-geographic categories: A , for books not on the Middle East or Africa, NA , for Islam and P , for Arabic language and literature.
  • A is used for books where the topic has no relation to the region, including e.g. Arabic translations of European literature, and general works in human and social science (thus general works on Imperialism, put under A 970
      However, if any identifiable part of the book, thus a chapter or a paper, concerns the region, classification is made on the basis of that part.
    NA is used for works generally on Islamic topics, which are not classifiable to a particular country.

History: The Belgian Congo was created in 1885. This huge region of southern-central Africa was no orthodox colony but was, in fact, the personal property of the Belgian monarch, King Leopold II. The Belgians provided nothing other than the minimum infrastructure necessary to support the extraction of the country’s vast mineral wealth, setting a pattern which has dominated this benighted country ever since. In 1925, under a mandate from the League of Nations (the precursor of the UN), the territories of Rwanda and Urundi (now Burundi) were incorporated into the Belgian Congo. (Both subsequently became separate countries.) After the end of World War II, the Belgian Congo was another African colony whose occupiers were concerned simply to dispose of it with minimum fuss and maximum commercial advantage. The Belgian Congo was duly granted independence, with minimal preparation, in 1960. From the perspective of the Cold War, however, Zaire under Mobutu was a valuable strategic ally preventing the encroachment of communism in southern and central Africa. But after the end of the Cold War, Mobutu’s close relationship with the major Western powers became more of an embarrassment than an asset. The political settlement in South Africa brought it to an end and marked the beginning of the current phase of the country’s history. It seemed almost impossible that the country’s situation could get worse after Mobutu. Unfortunately, it did.
