History of the membership The continent's position as a crossroads between the Americas, Europe and Asia also lays it open to transnational crimes such as traffic in weapons, illicit drug trafficking, illegal immigration, traffic in stolen motor vehicles and fraud, which can only be stopped by international co-operation. Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol-in accordance with Article 2 (1) of its Constitution-ensures the closest possible co-operation between the criminal police authorities of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. Ever since it was established, the International Criminal Police Organization - Interpol has been seen by countries all over the world as an institution whose principles and objectives correspond to universal aspirations for human rights, public safety and the fight against ordinary law crime.

  • SUDAN - HISTORY Sudan, located in northeast Africa on the Red Sea, is the largest country in Africa. It is also one of the most violent and poverty-stricken. It has known only 10 years (1972-82) without civil war and massive population displacement since it was granted independence from Britain in 1956. The wars are rooted in northern economic, political, social, and religious domination of the non-Muslim, non-Arab southern Sudanese people. It is estimated by the UN and churches that since the war resumed in 1983, more than 2 million people have died and four to five million displaced due to war- and famine-related causes. In 2003 Islamic extremists attacked black Sudanese in the western Darfur region where thousands died and more than a million more displaced in a humanitarian disaster that continued through 2004. With the discovery of oil in the south and demands by the Khartoum government that the revenues go to the national government, war broke out again in 1983 and there has been no peace since. Decades of war have led to a large refugee population, as well as millions of landmines around the country. Children have been kidnapped and forced to serve as soldiers. Slavery is another monstrous human rights violation, which has continued for more than 300 years. North African Arabs and Arab Moors buy, sell and breed black Africans for the slave trade. The country has been ravaged by drought, famine, desertification, soil erosion, poaching of endangered animal species and excessive hunting. The oil fields of southern Sudan have been developed by international corporations but are also the cause of brutal repression of southerners who are demanding a share of the lucrative royalties.

    INTRODUCTION
    The African security environment of the 1990s has produced two prominent and interrelated trends: the withdrawal of international involvement in the continent; and increasing conflict within African states. No longer constrained (or supported) by the ideological parameters of Cold War conflict, and suffering from the `marginalisation' by the international system, African states are now attempting to create indigenous conflict resolution mechanisms at the regional level in order to address the ravages of intrastate conflict, in the absence of effective external intervention. These `African solutions to African problems' have evolved in both a structured and an ad hoc manner, and have met with varying degrees of success.
    The most dramatic example of `indigenous' peacekeeping is the seven-year intervention in Liberia by a coalition of West African states. The Economic Community of West African States Observer Group (ECOMOG) military intervention peaked at a strength of nearly 15 000 troops, and has been widely criticised for injudicious use of force, and Nigerian dominance, which impacted on the partiality of the peacekeepers. Nevertheless, the Liberian elections of July 1997 prompted some in the international community to declare the mission successful, in much the same way as a singular electoral occurrence has been the benchmark of success or failure of United Nations peacekeeping missions in recent years.

CENTRAL AFRICAN REPUBLIC Though this African region has been open to development since the 1800s, it was not until 1889 that a European settlement was set up by the French. Five years later, the region became the territory of Ubangi-Shari and in 1910, became part of French Equatorial Africa. Self-governing since 1958, the country was granted independence two years later. Originally a republic, the army overthrew the elected government in 1966. The coup leader, Jean-Bedel Bokassa, was given the title of president-for-life in 1972 but four years later, declared himself an emperor and the country the Central African Empire. In 1979, Bokassa was exiled to France and country became a republic once more. But in 1981, the army once again took over, banning political parties and it was not until 1991 that the country legalized opposition parties. Since elections in 1993, the government led by Ange Felix Patisse has attempted to limit the powers of the army but the military has not been quelled. In 1996 alone, France was asked to help Patisse twice in keeping army-led rebellions in check. More History

    On January 1, 1966, following a swift and almost bloodless coup, Col. Jean-Bedel Bokassa assumed power as president of the Republic. Bokassa abolished the constitution of 1959, dissolved the National Assembly, and issued a decree that placed all legislative and executive powers in the hands of the president. On December 4, 1976, the republic became a monarchy with the promulgation of the imperial constitution and the proclamation of the president as Emperor Bokassa I. His regime was characterized by numerous human rights atrocities.
