Ambassador Sharpless
Serving as the Ambassador to the Central African Republic (CAR) is both very challenging and rewarding. The Mission plays a critical role in strengthening the political, economic, diplomatic, and cultural relations between the United States and the CAR. We work to promote democracy, good governance, respect of human rights, economic development, and health and education programs, and to encourage the CAR Government's cooperation in the fight against terrorism. With program assistance of some $500,000 annually, we provide training for CAR military officials, educational scholarships for girls, training of judicial and court officials and assistance for numerous economic developmental self-help projects throughout the country. Though our assistance funds are very small, these programs and projects make a substantial difference in the livelihood of the Central Africans, who earns on average just over $300 per year. In reaching out to all levels of the Central African Republic, I have traveled to many areas of the country and visited schools, churches, and businesses. My highest priorities are aimed at assisting in raising the level of education, especially for girls, helping to combat the HIV/AIDS pandemic, and working to re-establish the Peace Corps in the CAR.

The territory lies in the very centre of the African continent, north of Zaire and to the west of Sudan. It was formerly a French colony, known as Ubangi-Shari. It became independent in 1960 and for a time called itself the Central African Empire, under Emperor Bukassa I. The southern part of the country abuts the equatorial rain forest. Towards the north it is predominantly moist savannah. The Central African Republic remains poorly developed but its mineral deposits include diamonds, iron, tin and chromium. The people practise mostly a subsistence form of agriculture, but cash crops include rubber, cotton and coffee. Unlike the majority of African states, the country comprises people who share the same ethnic and linguistic roots. They are thought to have occupied the area at least since the last millennium BCE. HUMAN RIGHTS COMMITTEE CONSIDERS THE SITUATION IN THE CENTRAL AFRICAN REPUBLIC
The Human Rights Committee today considered how the Central African Republic implements the provisions of the International Covenant on Civil and Political Rights in the absence of a report. Thierry Maleyombo, the High Commissioner for Human Rights and Good Governance of the Central African Republic, said that the situation of human rights in the country before the popular change of 2003 had been catastrophic. That was why the people had supported the change by force, as there was no other way. Since then, the Transitional Government had undertaken efforts and means to return political and legal institutional order in the country. At the political level, the Transitional Government represented all the political trends in society as well as all the socio-political groups including Pygmies and Peuls, Mr. Maleyombo said. There was a reconciliation process going on. Many exiled people had returned to the country. Political parties and syndicates were now freely carrying out their work. The media and the press engaged in their activities in total independence. Also proper legislative, municipal and presidential elections were planned for January 2005. Committee Chairperson Abdelfattah Amor said in preliminary remarks that the Committee was neither insensitive to nor unaware of the efforts being made in the Central African Republic to ensure that at long last a state of law was being set up so as to permit its citizens to enjoy their rights, to re-establish their security and to ensure the normal work of their institutions. At the same time, he had the impression that this was a work in progress with certain inherent contradictions. Many issues still generated concern, including disappearances, police violence, the situation in prisons, trafficking in children, child soldiers and the situation of women.

One year ago, Gen. Francois Bozize led an army of insurgents who captured the capital of this remote, diamond-rich country in a hail of gunfire and artillery. On Monday, Bozize celebrated his first anniversary in power, with a ceremonial march by rebels-turned-soldiers in Bangui. Most here, however, say there is little cause for jubilation in a country severely pressed to pay its own civil servants and soldiers. The government already owes them more than two years of back pay. "March 15, 2004, should be a day of national mourning," said former President Ange-Felix Patasse, who was toppled in last year's coup, in a message on his Web site from exile in Togo.
