Soft, soaking rain has been falling steadily for five hours, filling up cisterns and giving a welcome drink to the indigenous vegetation. Last nights winds have died down completely. The seas along Grace Bay beach are calm and flat. The skies are leaden gray all around and the gentle rains look set to continue. Last night at around 3am the winds really started to pick up with some rain. As of 8am Sat. morning the wind subsided. At 10:00am Sat morning the rain started. Not very hard but constant. The heart of the storm is not going to reach us for another 13 hours and will pass us, as one web site said, within 53 miles from Providenciales. There is already street flooding starting at this time.

    Monday, January 05, 2004 – St. Lucia is leading other Caribbean islands in E-Government readiness and is preparing to host a top meeting on the subject later this month.
    E-Government is a concept aimed at encouraging governments to use less ink and paper and more electronic information technology in their day-to-day affairs.
    Deputy Director of Public Sector Reform in the office of the Prime Minister Dr. Cletus Bertin says the ranking was “based on a global study by the United Nations Department of Economic and Social Affairs.”
    He says the indicators used in the ranking “take into account the progress made as a result of the liberalization of telecommunications, especially the wide use and availability of cell phones.”
    According to Dr. Bertin, with some 50 percent of the population having access to cell phones and other forms of modern telecommunications, the ability of persons to use the technology as well as the kind of infrastructure that exists here all contributed to the island’s ranked readiness for e-government.”

    Serves as the primary liaison on environmental issues and problems with the Commonwealth of Puerto Rico and Territory of the Virgin Islands governments, as well as with the press, community groups, and regulated industries and authorities. This new division will conduct inspections, identify violations, recommend enforcement actions, and plan and coordinate activities necessary to implement regional programs in Puerto Rico and the Virgin Islands. CEPD will coordinate preventive and corrective measures to be taken by EPA and support emergency response actions. Over the next three years, the level of division staffing and programs will increase, consistent with CEPD's expanded responsibilities.

    GEOGRAPHY: Aruba is the smallest island in the Leeward group of the Dutch Caribbean islands, which also include Bonaire and Curaçao. They are popularly known as the ABCs. As the westernmost island of the group, Aruba is the final link in the long Antillean chain, lying 20km (12.5 miles) off the Venezuelan coast. The island is 30km (19.6 miles) long and 9km (6 miles) across at its widest and has a flat landscape dominated by Jamanota Mountain (188m/617ft). The west and southwest coast, known as Palm Beach, boasts 11km (7 miles) of palm-fringed powder-white sands while, in complete contrast, the east coast has a desolate, windswept shoreline of jagged rocks carved into peculiar shapes by the pounding surf.
    Government: Dependency of the Netherlands. In 1986 Aruba separated from the rest of the Netherlands Antilles.

    GEOGRAPHY: The 60-plus islands, rocks and cays of the British Virgin Islands, only 16 of which are inhabited, make up the larger part of an archipelago forming the northern extremity of the Leeward Islands in the eastern Caribbean. They are situated approximately 100km (62 miles) east of Puerto Rico, adjoining the US Virgin Islands. The islands are volcanic in origin, with the exception of Anegada, which is formed of coral and limestone and is the lowest lying. The topography is otherwise mountainous, the highest point being Tortola’s Sage Mountain, which rises to 550m (1800ft). There are remnants of a primeval rainforest on Tortola.

    Scope and content : The Public Record Office (PRO) is the national archive of the UK, holding primarily records of central government departments. It brings together and preserves the records of central government and the courts of law, and makes them available to all who wish to consult them. The records span an unbroken period from the 11th century to the present day. The PRO holds a range of records relevant to the Caribbean, and the history of Black and Asian peoples in the UK, please see the PRO pilot survey report and the PRO records included in the CASBAH database for further details.     Cactoblastis: Classical Beauty or Invasive Beast?
    The successful introduction of Cactoblastis cactorum from Argentina to Australia in the 1920s for the biological control of Opuntia cactus is the flagship programme for weed biological control, and its success has since been repeated in South Africa and elsewhere. It was introduced with great success in various Caribbean islands, but has since reached the American mainland from there. The threat it is now posing to native Opuntia species in the Americas has economic, ecological and social dimensions. During the 1950s, the Commonwealth Institute of Biological Control (now part of CABI Bioscience ) facilitated the introduction of C. cactorum to the Caribbean island of Nevis, and achieved spectacular success at a cost of a mere US$1300 with year-on-year savings of $24,000. Subsequently the moth crossed 3 km of sea to the nearby island of St Kitts. CABI also facilitated its introduction to the Cayman Islands, and it was imported to Antigua and Montserrat by the ministries of agriculture of these islands. More recently C. cactorum

    (Click on the map for a closer look!) The story of the way in which the United States acquired Louisiana is complicated, involving power, politics, intrigue, and suspicion. It also reveals the foresight of Thomas Jefferson, who considered the purchase as one of his greatest achievements. At the end of the French and Indian Wars in 1763, France lost all of its possessions in North America, dashing hopes of a colonial empire. This empire was centered on the Caribbean island of Santo Domingo and its lucrative cash crop of sugar. The French territory called Louisiana, extending from New Orleans up the Missouri River to modern-day Montana, was intended as a granary for this empire and produced flour, salt, lumber, and food for the sugar islands. By the terms of the 1763 Treaty of Fontainbleau, however, Louisiana west of the Mississippi was ceded to Spain, while the victorious British received the eastern portion of the huge colony. When the United States won its independence from Great Britain in 1783, one of its major concerns was having a European power on its western boundary, and the need for unrestricted access to the Mississippi River. As American settlers pushed west, they found that the Appalachian Mountains provided a barrier to shipping goods eastward. The easiest way to ship produce was to build a flatboat and float down the Ohio and Mississippi Rivers to the port of New Orleans, from which goods could be put on ocean-going vessels. The problem with this route was that the Spanish owned both sides of the Mississippi below Natchez.

    Minister Cowen addresses UN General Assembly on the fight against HIV/AIDS The Minister for Foreign Affairs, Mr. Brian Cowen T.D., today addressed a special meeting of the UN General Assembly in New York on the global fight against the HIV/AIDS epidemic. In his address, Minister Cowen said that Ireland will prioritise work on HIV/AIDS in the development agenda of our Presidency of the EU in 2004. He announced “we will host an international conference on AIDS/HIV in Dublin during the Presidency, bringing together Ministers from the EU, Eastern Europe and Central Asia to discuss the fight against HIV/AIDS on the European continent. We hope this meeting will foster a new sense of continental cooperation to deal with the epidemic in our region”. Mr. Cowen also called for a new international forum, under the auspices of UNAIDS, to discuss how to deliver HIV/AIDS life-saving drugs in poor countries. “I believe we need a new international forum, under the auspices of UNAIDS and its co-sponsors, where donors, developing countries, NGOs and the pharmaceutical industry can share views and practical experience. It is only through such international cooperation that treatment regimes can be provided in a way which strengthens rather than overwhelms health systems.”

    Current Situation
    USAID/OFDA Staff in the Caribbean A USAID/OFDA regional advisor remains in Haiti to coordinate with international and nongovernmental organizations (NGOs). USAID/OFDA consultants continue to assist with follow-up hurricane response activities in Grenada, the Bahamas, and Jamaica.

    • From September 22 to October 26, the U.N. World Food Program (WFP) and CARE distributed a total of 2,118 metric tons (MT) of food assistance to beneficiaries in Gonaïves and surrounding areas.
    • General food distributions are scheduled to end during the first week of November, after which targeted distributions will start to vulnerable groups. WFP and CARE have established vulnerability criteria for the targeted distributions, including flood-related and structural vulnerability factors.
