Major Ted Hylla is currently assigned as the Commanding Officer of the Division of Criminal Investigation. Just prior to his promotion and reassignment, he had served in the Affton Precinct as the Precinct Commander. As a member of the St. Louis County Police Department since August 1, 1977, he has served our community in the North County, Central County and South County Precincts, the Tactical Operations Unit, Bureau of Special Investigations, and the Bureau of Drug Enforcement. Major Hylla holds a Bachelor of Science degree in Criminal Justice Management and is also a graduate of the FBI National Academy. Major Hylla is a member of the FBI National Academy Associates Eastern District of Missouri Chapter. He has received eleven department awards consisting of six Chief's Commendations and seven Awards of Excellence as well as over sixty letters of appreciation. In 2004, Major Hylla was presented with Resolutions from St. Louis County and the State of Missouri recognizing his leadership and service to St. Louis County. He was also honored with the Outstanding Community Service Award from the South County Chamber of Commerce and the Superintendent's SOAR Award for outstanding leadership and service to the Affton School District.     Introduction
    What do forensic scientists do?
    Essentially, forensic science is the application of science to the law, forensic scientists examine contact trace materials associated with crimes in order to provide evidence for criminal investigations. The work is usually dealt with under three sections: biology, chemistry and drugs/toxicology. Occasionally, forensic scientists may be required to attend crime scenes but more often than not it is the Scene of Crime Officers (SOCO) working for police forces who are responsible for collecting the evidence. Forensic scientists are usually based in laboratories although senior forensic staff may attend crime scenes. The SOCO role is open to non-graduates whereas forensic scientists will often have a first degree, usually in Biology or Chemistry. Other less common specialisms include document analysis and ballistics.

Major Resource Kit Criminal Justice The criminal justice program offers undergraduate students an opportunity to pursue studies leading to law school, graduate school or a career in the administration of justice. The program is structured around a core of criminal justice courses on such topics as law enforcement, the judicial process, juvenile justice, corrections and criminal law.             Russian prosecutors said they have opened a criminal investigation into the accident that left seven crew trapped in a mini-submarine in the Pacific Ocean for three days, and analysts said the incident was another blow to the navy's morale. An initial investigation has established violations by officials responsible for preparing and overseeing the AS-28 mini-submarine's mission, said Roman Kolbanov, the Pacific Fleet's deputy military prosecutor. Mr Kolbanov said experts from the defence ministry, Federal Security Service and finance ministry would join naval and general staff officials in the wide-ranging investigation, which he said would range from the mini-submarine's construction to the rescue operation itself. One of the submariners, Captain Valery Lepetyukha, said the submarine had been sent to investigate an underwater surveillance antenna that had got entangled in fishing nets. He said: "We inspected one side then the other side of the device, that is to say, we were not immediately tangled.Then we found a hanging rope and went around it. While going around it, we apparently were caught by the net. We had no light in the back."

In most jurisdictions, they are expected to exercise authority when necessary, whether on or off duty. Uniformed police officers who work in municipal police departments of various sizes, small communities, and rural areas have general law enforcement duties including maintaining regular patrols and responding to calls for service. They may direct traffic at the scene of a fire, investigate a burglary, or give first aid to an accident victim. In large police departments, officers usually are assigned to a specific type of duty. This major is recommended for individuals who wish to pursue a career in criminal investigation, in the laboratory analysis of forensic evidence, or pursue graduate study in forensic science. This course of study would also develop the analytical skills required for careers in other areas of civil law such as environmental pollution, accident investigation and product liability.
