During the 2001 legislative session, the Texas Legislature passed Senate Bill 158 and Senate Bill 518 pertaining to the work of the school counselor. Senate Bill 158 relates to counseling students regarding higher education. Beginning in the 2001-2002 school year, Senate Bill 158 requires each counselor at an elementary, middle or junior high school, including an open-enrollment charter school offering those grades to advise students and their parents or guardians regarding the importance of higher education, coursework designed to prepare students for higher education, financial aid availability and requirements. Additionally, the high school counselor is required to provide information to a student and parents during the student's first year and senior year in high school regarding:

Nature of the Work About this section Back to Top Counselors assist people with personal, family, educational, mental health, and career decisions and problems. Their duties depend on the individuals they serve and on the settings in which they work. Educational, vocational, and school counselors Elementary school counselors observe younger children during classroom and play activities and confer with their teachers and parents to evaluate the children’s strengths, problems, or special needs. They also help students develop good study habits. Elementary school counselors do less vocational and academic counseling than do secondary school counselors. School counselors at all levels help students understand and deal with social, behavioral, and personal problems. These counselors emphasize preventive and developmental counseling to provide students with the life skills needed to deal with problems before they occur and to enhance the student’s personal, social, and academic growth. Counselors provide special services, including alcohol and drug prevention programs and conflict resolution classes. Counselors also try to identify cases of domestic abuse and other family problems that can affect a student’s development. Counselors work with students individually, with small groups, or with entire classes. They consult and collaborate with parents, teachers, school administrators, school psychologists, medical professionals, and social workers in order to develop and implement strategies to help students be successful in the education system.

High School Guidance Counseling Executive Summary Introduction no national data have been collected to describe guidance counseling programs and activities. To help address this lack of current information, the National Center for Education Statistics (NCES) conducted a survey on high school guidance counseling in spring 2002 for the Office of Vocational and Adult Education, U.S. Department of Education. The survey, conducted through the NCES Fast Response Survey System (FRSS), provides a description of public high school guidance programs, activities, and staff in 2002. Key Findings Program Goals and Written Plans Of the four program goals examined in the 2002 FRSS survey, helping students with their academic achievement in high school was the most emphasized goal of high school guidance programs; 48 percent of all public high schools emphasized this goal the most ( Table 1 ). Fewer schools reported that the most emphasized goal of their guidance programs was helping students plan and prepare for postsecondary schooling (26 percent) or helping students with personal growth and development (17 percent). Schools were least likely to report that the most emphasized goal of their guidance programs was helping students plan and prepare for their work roles after high school (8 percent). Between 1984 and 2002, the proportion of public high schools indicating that helping students with their academic achievement in high school was the most emphasized guidance goal increased from 35 percent to 48 percent.

Introduction Recent literature on school counseling has focused on the need for new directions for school counseling and redefined roles for school counselors (Baker 1996; Fitch, Newby, and Ballestero 2001; Perusse, Goodnough, and Noel 2001; Schmidt 1999). However, since the 1984 supplement to the High School and Beyond Longitudinal Study no national data have been collected to describe guidance counseling programs and activities. (512) 463-4584 fax DESCRIPTION : The guidance team provides a well-rounded, comprehensive, developmental career guidance and counseling program through the following services: individual inventory, occupational information, placement, follow-up and evaluation, and research. The program is based on the National Career Development Guidelines . While Zapata is a rural border town in an economically disadvantaged area, its school system boasts a .9% dropout rate for grades 7-12, and a 93.6% attendance rate. The presence of a very supportive administration and caring teachers and staff make school a welcome place for Zapata youth. High school students have access to a wide range of career development assessment activities, a good career information system, peer tutoring and teacher tutoring programs, and a service learning program. A unique program helps migrant students complete their studies during the shortened time period when they can be in school each year. Parents are active participants in school activities. A wide array of inter-community collaborations exists that helps provide school supplies, child care, clothing, and other services to students.
