    Reducing Poverty Through Growth Cape Verde and Millennium Challenge Corporation: A New Partnership for Poverty Reduction Through Economic Growth July 4, 2005 Cape Verde Compact Fact Sheet Millennium Challenge Corporation (MCC) and the Government of Cape Verde signed a five-year, approximately $110 million Compact on July 4 th , 2005. Cape Verde has embraced MCC principles. The size and depth of the Millennium Challenge Compact program is a recognition of Cape Verde 's strong record of democratic governance, intolerance of corruption, commitment to supporting and promoting private sector activity, and effective use of limited resources to address the needs of its people in a sustainable way. The Compact will support Cape Verde in achieving its overall national development goal of transforming its economy from aid-dependency to sustainable, private-sector led growth. MCC funds will be used to improve the country's investment climate and reform the financial sector; improve infrastructure to support increased economic activity and provide access to markets, employment, and social services; increase agricultural productivity and raise the income of the rural population; as well as carry out some key policy reforms needed for sustained economic growth. At the completion of the Compact , the program is expected to increase Cape Verde 's annual income by at least $10 million.

    History and Government
    History: The Portuguese discovered the islands in the 15th century; they were uninhabited and there was no evidence of previous settlement. By the late 15th century, settlement began on São Tiago, which later became used as a supply point for slaves traded to Brazil and the West Indies. The inhospitable landscape and climate made development of the islands difficult, while the attentions of rival colonial powers also made life difficult for the Portuguese colonial administrators. Although sugar plantations, worked by slaves brought over from Africa, and, subsequently, cotton cloth weaving were successfully established, life on the islands was one of extreme poverty. In 1951, Cape Verde was redefined as an overseas province, from its previous status as a colony. In the 1960s and early 1970s, the islands were used as a garrison by the Portuguese army, while many members of the growing independence movement fled to Guinea-Bissau, another Portuguese colony on the mainland, to form the Partido Africano da Independência do Guiné e Cabo Verde (PAIGC) under the famous revolutionary leader Amilcar Cabral. Following the revolution in Portugal in 1974, Cape Verde achieved independence in 1975, shortly after the granting of independence to Guinea-Bissau, with whom Cape Verde had close political associations.

Phase I involves improving quayside and off-terminal container handling facilities; providing for a second access road and breakwater; and initiating certain preparatory activitiesgeotechnical studies, cargo/passenger market studies, feasibility studies, and environmental impact assessmentsthat are needed for long-term expansion. Phase II will include extending the quay and creating space for a new two-berth specialized terminal container storage area.

    FACTS
    LEADERS MEDIA During the 20th century severe droughts caused the deaths of 200,000 people, prompting heavy emigration, with the result that more people with origins in Cape Verde live outside the country than inside it. The money that they send home brings in much-needed foreign currency. From the mid-1990s, droughts cut the islands' grain crop by 80%, and in 2002 the government appealed for international food aid after the harvest failed. Nonetheless, the country enjoys a per capita income that is higher than that of many continental African nations. Tourism is growing in importance, with Cape Verde's ecological and cultural attractions drawing visitors. Cape Verde became independent in 1975, a year after its sister colony, Guinea-Bissau, won freedom from Portugal. The two countries planned to unite, but the plan was ditched after a coup in Guinea-Bissau in 1980 resulted in strained relations.
