Ref: 830-612/009 Federal-Provincial-Territorial Conference of Ministers responsible for the Information Highway
Fredericton, New Brunswick - June 12, 1998 FREDERICTON, June 12, 1998 Canada's Information Highway Ministers met in Fredericton, New Brunswick today and agreed on several proposals to ensure Canada remains at the forefront in harnessing the social and economic potential of the knowledge-based economy. During the course of the day, the Ministers stressed that federal, provincial and territorial governments must work closely with one another to create a coherent approach for Canada. The Ministers agreed that those governments that provide the right policy frameworks and eliminate barriers to the expansion of the Information Highway stand to benefit the most by stimulating the growth of innovative industries and challenging jobs. The Fredericton meeting followed the first such meeting held in Winnipeg, Manitoba in September, 1996. Discussions focussed on four key areas of importance for continued growth and expansion of the Information Highway. Agreements were reached on the issues of access, delivery of government services, the protection of personal information and electronic commerce. Access Affordable access to the Information Highway, particularly in remote and rural areas of the country, is essential to help Canadians create opportunities for growth and jobs and to bring new services to communities, such as tele-education and tele-health. It provides them with a global outlet for their products and means to improve their awareness of international developments, as well as a powerful medium for seeking opportunities for partnerships, enhancing job skills and exchanging information and ideas.

    In the late 1800s and early 1900s, the provinces and territories began keeping civil registration of births, marriages and deaths, often called vital statistics. Before that time, births, marriages and deaths were recorded in parish registers. Today, the civil registration of births, marriages and deaths is a provincial and territorial responsibility. Inquiries concerning access and fees must be addressed to the appropriate office.

    In Alberta, records from 1898 to 1905 are in the custody of the Provincial Archives of Alberta . Transcripts of records can be obtained for a small fee. That office also holds incomplete indexes and registers for the period from 1898 to 1983, which can be viewed onsite. For certificates from 1906 on, provincial residents should apply at their local Registry Agent. Out-of-province requests can be forwarded to a Registry Agent or directly to:

Impact of the Budget Implementation Act and Provincial Restructuring of Social Programs In general, in response to the federal cuts, provincial governments have chosen to cut or reduce funding to programs which benefit the most socially and economically vulnerable, a group, as we have already noted, that is disproportionately female in its composition. The particularly harsh impact on Canadian women of the restructuring and cutback of federal and provincial programs is starkly evident in relation to a number of specific circumstances. (i) Increase in Women's Unpaid Responsibilities Cuts to social services of the kind traditionally funded under CAP negatively affect women both because they are services that low-income women need, and because, when these services are cut, women become the "shock absorbers" in their families, relied upon to fill the gaps with unpaid care-giving. Cuts in services thus mean that women's unpaid responsibilities increase. As a result, these cuts affect women more than men, in more ways

        GENERAL INFORMATION: Canada is a federal state comprising ten provinces and three territories. With the exception of Quebec, all provinces or territories are based on a Common Law jurisdiction. Quebec is a civil law province or territory and its laws are codified. Each province or territory administers its own court system. U.S. citizens are not required to have a passport to enter Canada. THE HAGUE CONVENTION: The United States is a party to the Hague Convention on the Civil Aspects of International Child Abduction (the "Hague Convention"). The Convention is an international treaty. Its purpose is to discourage international parental child abduction and to ensure that children who are abducted or wrongfully retained, are returned to their country of habitual residence. The Convention does not address child custody, but determines the jurisdiction in which custody should be adjudicated. The Hague Convention came into force between the United States and Canada on July 1, 1988. Therefore, Hague Convention provisions for return would apply to children abducted or retained on or after July 1, 1988. Parents and legal guardians of children taken to Canada prior to July 1, 1988 may still submit applications for access to the child under the Hague Convention.
