is a constitutional monarchy and a Commonwealth Realm (see Monarchy in Canada ) with a federal system of parliamentary government , and strong democratic traditions. Many of the country's legislative practices derive from the unwritten practices of and precedents set by the United Kingdom's Westminster parliament; however, Canada has evolved variations. Party discipline in Canada is stronger than in the United Kingdom, and more of the votes are considered confidence votes, which tends to diminish the role of non-cabinet MPs, known as backbenchers . Backbenchers can, however, exert their influence by sitting in parliamentary committees, like the Public Accounts Committee or the National Defence Committee. This essay starts from the observation that the 1993 general election marked a major watershed in Canadian party politics. It witnessed the collapse of the national party system that had been established in the 1960s and instigated a decade of party system restructuring. It is now possible to identify some of the salient characteristics of the political parties - and the distinctive system of competition among them - shaping Canadian politics in the early years of the new century. Five dimensions of the new system are given particular attention: the emergence and impact of new parties, the regionalization of party politics, the diversification of parties, the democratization of party organizations and the fragmentation of the electorate. Together they have profound significance for the character and quality of democracy in Canada.

18% put Alliance on wrong side of NDP, 32% haven't a clue

OTTAWA - A large number of Canadians do not know the difference between the political right and the left, according to a new poll.
When Compas pollsters recently asked Canadians whether the Canadian Alliance party was to the right or left of the NDP, fewer than half answered correctly.
Only 47 per cent knew the Alliance was to the right of the New Democrats, while 18 per cent said it was to the political left of the social-democratic NDP. Three per cent thought they were on the same political wing and 32 per cent said they did not know.
Conrad Winn, the president of Compas, which conducted the poll for Southam News and Global Television, said the ignorance of such a fundamental aspect of politics may be even worse than the numbers first suggest.
Almost three quarters of Canadians, he said, either do not know, or are fuzzy on, the concept of a political right and left.
