These sources have been selected to assist researchers in locating current information about Canadian government institutions, their structure, the political system and the policy making process. The guide includes non-government sources in both print and electronic format (accessible via the Internet) but does not include provincial and local material. Users are also encouraged to refer to " Canadian Government Information " for sources published by the Government of Canada. All the print materials listed are available from the National Library of Canada, which has unique collections of interest to political science researchers. For example political speeches, including a collection of federal Cabinet Ministers speeches on microfiche, which includes speeches of Leaders of the Opposition and covers the period from 1970 to the last five years and some earlier material dating back to the 1940's. The library also has a strong collection of Canadian political biographies and newsletters and periodicals of Canadian political parties.

Introduction Taking public life seriously requires us to take political parties seriously. Political action can take non-partisan routes, in everything from anti-logging protests, to circulating petitions opposed to development in our neighbourhoods. Organized interests like the Business Council on National Issues and the Canadian Labour Congress, and social movement organizations like Greenpeace, regularly influence government decisions. But none of these organizations can directly control the government. Usually only political parties select candidates for election to legislatures (though there are successful independent candidates as well) and only legislatures can approve the laws, regulations, and expenditures that direct the behaviour of government and so clearly effect our lives. Canada has more viable political parties than the United States, but fewer than most European countries. At the turn of the twentieth century Canada had only two political parties: the Liberals and the Conservatives. This simple arrangement had changed by the end of World War I. By then "third parties" had begun to emerge as political forces to be reckoned with in the West. A sketch of the economic, social and political backdrop against which these third parties arose will help us to understand their creation. Two of these new parties, the Co-operative Commonwealth Federation and the Social Credit League, are singled out for special attention, as they represent the roots of two current "third parties", the New Democratic Party, and the Reform Party, now the Canadian Alliance.

Prior to confederation in 1867, reform parties advocating greater local participation in provincial governments, free trade, and increased separation of church and state existed in Canada West, Canada East, and the Maritime Provinces. After 1867 although the provincial reform parties dominated local politics in several provinces, they had problems establishing a viable national party. The only Liberal prime minister in the first three decades after Confederation was Alexander Mackenzie . The lack of a strong base in Quebec hampered national Liberal party efforts. However, opposition in Quebec to the execution of French-Canadian rebel Louis Riel, and the success of Wilfrid Laurier in moderating the traditional anticlericalism of the Quebec Liberal party, paved the way to national success. As prime minister at the turn of the century, Laurier provided the model for future Liberal party successes by forging a broad coalition based on an English-French alliance that appealed to middle-class interests. 365Gay.com , November 29, 2003 By Ben Thompson, Newscenter, Ottawa Bureau OTTAWA— A legacy of homophobia continues to linger over the Canadian Alliance, Canada’s official opposition party in Parliament, despite the censure of its family affairs critic over comments he made this week to a Vancouver newspaper. And, just as party leader Steven Harper thought he had cleaned up the mess, a new controversy involving anti-gay comments by another Alliance MP erupted Friday. The ruckus began Thursday when Alliance MP Larry Spencer told the Vancouver Sun that homosexuality should be criminalized. Spencer said that gay rights are the result of a conspiracy that began in the 1960s when gay activists embarked on a “well-orchestrated” campaign to “convert” young boys in school playgrounds and locker rooms to homosexuality and to “deliberately infiltrate the North America’s judiciary, schools, religious community and the entertainment industry. Within hours of the publication of the interview, Alliance leader Harper fired Spencer as the party’s critic for family affairs and “temporarily” removed him from the caucus.
