    A Hillwatch E-Services Online Campaign Benchmark Report

    In the current 2004 electoral cycle, Canadian Web Sites are behind the curve relative to their US counterparts. They fail to reach out and engage their supporters and voters with the same effort and commitment. The use of the Internet for political campaigning has evolved from a trendy novelty in the mid-90’s to an accepted and integral element of a campaign managers’ tool set. With each electoral cycle the web envelope has been pushed as new and more sophisticated approaches and tools emerge. From online brochures of just a few years ago, campaign web sites now support and extend efforts to reach and engage voters, are used to test market campaign messages, and even to map supporters to electoral districts. The level of investment we see today directly reflects both the success of these initiatives, as well as a clear understanding that the value of the medium to the campaign process will only continue to grow. With the Canadian election in full flight, now is the ideal time to benchmark how, and how well, Canadian political parties are making use the online medium. This report presents the results of a Hillwatch e-Impact Benchmark performed between June 2 and 12th on the web sites of five Canadian political parties engaged in the federal election (the Liberal, Conservative, NDP, Bloc Quebecois, and Green Parties). In addition, it benchmarks the web sites of the John Kerry and George Bush in the United States for comparative purposes.

    Israel and Canada are often accurately portrayed as "fellow democracies". Both have enshrined in their political cultures basic precepts of democracy. These include constitutionally-guaranteed freedoms of speech and assembly, universal suffrage, multiparty electoral systems, respect for human rights, a professional civil service, and the hallmark "checks and balances" on political power, such as an independent judiciary, independent press and independent police force. Nevertheless, despite these shared democratic values and traditions, there are important differences between the Israeli and Canadian political systems. Whereas Canada has a bicameral parliament, comprised of the House of Commons and the Senate, Israel's legislative system is unicameral, centred exclusively around the Knesset. The members of the House of Commons are chosen directly through a constituency-based "first past the post" electoral system, and the senators are appointed by the prime minister, ostensibly in consultation with the provincial premiers. The members of Israel's 120-seat Knesset are elected in an indirect manner, with their entry to the Knesset determined by their placement on party lists. Unlike Canada, which is divided into 301 separate ridings, all of Israel is one big riding. The number of Knesset seats won by a party is based on its share of the popular vote.

    Canadian Political Contributions and Election Outcome
    Gervan Fearon, University of Toronto, and Marie Rekkas, University of Toronto at St. George This paper investigates the impact of the source of political contributions on election outcome and the likelihood of a political party winning an election. This investigation is conducted through the development of a theoretical framework involving asymmetric information about a candidate's abilities and the estimation of a model for testing the hypotheses emerging from the theoretical framework. In the 1997 Canadian election, the five major political parties received 98 percent of the $38.2 million in total political contributions and represented 72 percent of the 1672 candidates competing for office in 301 political ridings across Canada. These five political parties include: the Reform Party of Canada (Reform), the Liberal Party of Canada (Liberal), the Progressive Conservative Party of Canada (PC), the New Democratic Party of Canada (NDP), and the Bloc Quebecois (BQ). The main sources of political contributions to Canadian political parties include: individual contributors, businesses, trade unions, political organizations, registered parties, and other contributors. Political contributions are used to cover campaign costs associated with a candidate's efforts to win office in a political riding. In Canada, Elections Canada is responsible for the official reporting and publication of data on political contributions and expenditures. These data are released after elections are held and, hence, do not provide a direct source of information or signal to influence election outcomes. Additionally, political parties and interest groups would have an incentive to misrepresent the size and source of political contributions if these contributions were positively correlated to the probability of being elected. Self-reporting by political parties or interest groups to the general public may therefore not be credible.

    Viewed from afar, electoral politics in Canada may seem a strange amalgam of predictability and surprise, stability and volatility. At the close of the twentieth century, the party in power is the same one that governed at the beginning of the century and for an inordinate amount of time in between. Yet the contemporary party system seems to bear little relation to that which characterized either turn-of-the-century or mid-century Canadian politics. In fact, several dramatic upheavals have taken place in the relationship between parties and voters. Elections clarify for parties and voters the current character of their relations. Partially obscured, vaguely calibrated, or hidden perils in the voter-party relationship will often rise to the surface during election periods, and the ties that bind diverse communities of voters to particular parties are tested.

    Introduction:
    Power in any system is like a two edged sword; one mighty stroke can cut down anything in the way. The primary objective of the players within the Canadian democracy is to achieve power (Martin, 1998). The backdrop of the players stage is the legislation. The fickle public is their audience, critics, and constituents. The public votes for their favorite politicians and the leaders are elected by majority. Leaders must yield their power wisely or they will incur the wrath of the public who will cut them down as quickly as they elected them. The real question is how can the public elect political leaders to power that can lead Canada to a sustainable future when public knowledge is so limited. The missing element is that sustainability depends on good science to create sustainable governance. There are other issues that are inherent in the Canadian political system that create barriers to achieving sustainability.
    Issues:
    Sustainability means to achieve socio-economic development that is benign to the environment. Anthropogenic activities extract natural resources from the environment and input substances into the environment at rates higher than the environment can naturally sustain. One of the primary issues is that environmental boundaries differ from political boundaries. For example, the issue of global warming is beyond the political boundaries of Canada; this is a global issue. The issue of pollution in the Great Lakes is beyond the boundaries of Canada; this is a North American issue.
