Executive House of Commons Judicial ... The House of Commons French Chambre des communes ) is a component of the Parliament of Canada , which also includes the Sovereign (represented by the Governor General ) and the Senate . The House of Commons is a democratically elected body, consisting of 308 members , who are known as Members of Parliament. Members are elected for limited terms, holding office until Parliament is dissolved (a maximum of five years). Each member is elected by, and represents, an electoral district , which is colloquially known as a riding. The House of Commons was established in , when the British North America Act 1867 created the Dominion of Canada , and was modelled on the British House of Commons . In practice, the House of Commons (the lower house ) holds far more power than the Senate (the upper house ), and is by far the dominant branch of Parliament. Although the approval of both Houses is necessary for legislation, the Senate very rarely rejects bills passed by the Commons. Moreover, the Government of Canada is responsible solely to the House of Commons; the

Canadian Parliament Closes
Parliament has closed and won't open again until a new session, now scheduled for January 12, 2004. The date for a new session may change once the new Prime Minister takes over.
The Liberal Party begins its Leadership Convention today and on Friday will choose Paul Martin as its leader. Paul Martin will become Prime Minister of Canada once Jean Chretien retires. The indications are that Prime Minister Chretien will turn over the reigns of power to Mr. Martin sometime between Mr. Chretien's scheduled trip to the Commonwealth Summit in Nigeria in mid-December and the January 12 date for a new session of Parliament. It is expected that an announcement will be made next week after the Liberal Leadership Convention giving a detailed schedule for the transition of power between the two leaders.
With the closing of Parliament, two bills important to Paul Martin and his team were siderailed, although the new Prime Minister will be able to revive them when Parliament resumes. The Senate stalled on the legislation creating

Before the government introduces a bill in Commons, it often considers the concerns of opposition parties, provincial governments, and various pressure groups. The government consults widely with MPs of all parties before introducing bills, to prevent substantive criticism. (After bills are presented, majority governments are often able to resist demands for major amendments because such amendments would generally be defeated in a vote in Commons.) The prime minister and Cabinet also consult with provincial governments in advance since Parliament and provincial governments share responsibility for many fields of public policy.

After a decade of fierce debate and an impassioned, last-ditch speech by Prime Minister Pierre Trudeau, the House of Commons narrowly passes Bill C-84, abolishing the death penalty in Canada. It was a "free vote" – Members of Parliament could vote as they wanted to, and did not have to follow their party's official position. Cabinet members were required to vote for the bill.
