On April 19, 2005 the Federal Government tabled an international policy framework entitled: “ There was much anticipation leading up to the Government’s release of Canada’s International Policy Statement , since it was hailed as a document that would provide a detailed blue-print for a new Canadian foreign policy. Indeed, the Prime Minister’s introductory remarks add to the perception that this document represents a critical turning point in Canadian foreign policy. In this article, we discuss and analyze the section of Canada’s International Policy Statement devoted to Canada’s international trade and commerce agenda (the Commerce Policy Statement). While the document demonstrates the Government’s awareness of the need for a different approach to its international trade agenda and lists its initiatives in this regard, the Commerce Policy Statement falls far short of laying out a new comprehensive road-map in the area of international trade and commerce. Trade and Commerce Focus Areas
The Commerce Policy Statement divides Canada’s trade and commerce focus into three chapters: North America; the domestic environment; and markets and opportunities abroad, which reflect the Government’s focus in formulating its international trade, commerce and investment priorities.
