    Canada Student Loans Program The Canada Student Loans Program aids students in financing their education. The Canada Student Loans Program is available for both students who are full time and part time. This program also incorporates the Canada Study Grants which fund qualified students including: students with disabilities, students with dependants, high-need part-time students, and women in certain fields of doctoral studies. If you are a full-time student, or you are planning to become one, you may qualify for a subsidized loan through the Canada Student Loans Program. While you pursue your studies the Canadian Government pays the interest that accumulates on your loan to the lender. You do not have to make any payments on a Canada Student Loan while you are in school full-time. After you have finished your full time studies, interest on your loan starts to build up though you are not required to start paying it until 6 months after that. This is the grace period and after it is over you are required to pay the interest and the principal. If you are having difficulty managing and repaying your loans after you have finished your studies you may be eligible for interest relief and in some cases, debt reduction. FULL TIME STUDENTS Eligibility for the Canada Student Loans Program

    On April 4, 2003, members of the Assistant Deputy Ministers (ADMs) Sub-Committee on Nature met to discuss a co-ordinating mechanism for federal biological science and information management. The outcome was the Federal Biodiversity Information Partnership (FBIP), championed by Dr. Gordon Dorrell, former A/ADM, Agriculture and Agri-Food Canada and Joanne DiCosimo, President and CEO, Canadian Museum of Nature Subsequently, interested departments and agencies (Agriculture and Agri-Food Canada, Canadian Museum of Nature, Environment Canada, Natural Resources Canada, Department of Fisheries and Oceans, Parks Canada, Canadian Food Inspection Agency and Health Canada) met to initiate a small scale, one-year pilot project that includes maintenance and building of the Canadian Biodiversity Information Facility web portal, and development of biodiversity data content for an interconnected network of information of geo-referenced specimens and biological resources. The Partnership's first order of business is to demonstrate the power of joining forces to share data and link it to decision making in areas of common interest such as invasive species, wildlife diseases, species at risk, environmental assessments or climate change. The partnership also seeks to create a sound operating structure with strong mechanisms to link with other partners in provincial departments, universities, museums, NGOs, etc.

    Federal - Provincial Policies and Tables
    International Agreements FEDERAL LEGISLATIVE REGIME The Canadian Environmental Protection Act, 1999 (S.C. 1999, c. 33) (CEPA) establishes a regime to identify and assess toxic substances. Responsibility for CEPA is shared by the federal Minister of Environment and the Minister of Health. Regulatory action respecting substances under CEPA is premised on the definition of toxicity found in the Act. A substance is considered toxic if it "enters the environment in amounts that have or may have an immediate or long-term harmful effect on the environment or human health" (this definition is sometimes referred to as "CEPA-toxic"). A risk-based approach is used, taking into account the entry of substances into the environment, exposure conditions and inherent toxicity. An elaborate process is established to classify, assess and control and/or prevent pollution by substances. A finding of toxicity allows the federal government to exercise broad regulatory powers that can be found in Part V of the Act, entitled "Controlling Toxic Substances". This power was upheld by the Supreme Court of Canada as a valid exercise of the federal government's jurisdiction over the criminal law (Attorney-General of Canada v. Hydro-Québec [1997] 3 S.C.R. 213).
