Final Report for the Canadian Culture On-line Program (April 2004)
Goal
The goal of CNICE is to ensure that Canadian cultural content on-line and the tools available to participate in creating this content are accessible to everyone in Canada, including people with disabilities.
Project Overview
CNICE explored cultural accessibility through five project themes:
  • Inclusive access to rich and interactive media on-line Inclusive collaboration on-line Alternative displays for Geo-spatial information Access to information about accessible Canadian culture as well as training and mentoring opportunities, and Accessible assessment
  • Through multiple collaborative projects within these themes, CNICE has explored how the unique qualities of cultural content can be made available in equivalent alternative modes. CNICE has a multi-modal vision of the Internet that will enable multiple sensory access points to content rather than visual access alone.

    My early European ancestors are primarily French into Quebec in 1633 (possibly earlier),
    Scottish into Hudson Bay in 1789, and Scottish into Antigonish, Acadia about 1790's.
    The Hudson Bay's Scottish history is included in the Metis view because
    the Hudson Bay Company had little cultural impact in the Northwest until the early 1800's.
    My interest in Quebec and Acadia culture drops off rapidly after 1790 when
    the Garneau's make the North West their permanent home.
    My focus, therefore, shifts to the Metis view of Canadian history. TRANSLATE:

    Television Drama: English Canada's Most Important Cultural Challenge
    (Please check against delivery) English Canada's Most Important Cultural Challenge The most important cultural challenge facing English Canada today happens to be the most important programming challenge facing Canada's public broadcaster. That challenge is drama. The "drama" I'm referring to is English-language televised dramatic programming. To us at CBC, that means dramatic series, comedy and entertainment programming. It means the kind of shows that are not only produced in Canada, but that are made for Canadians and reflect our unique sensibility. What's the problem? Many components of English Canadian culture are thriving: writing, music, dance, opera, news and documentary production, newspapers, radio and live theatre. We are reaching record audience levels and critical acclaim, both at home and abroad. Arguably, English Canadian culture has never been so diverse and so successful. This is unfortunate since television is the most important of all the mass media. Television reaches vastly more people than books, dance, theatre or newspapers. Success in English TV drama can dwarf those of all the others combined.

    The fallout from two rulings against Canada by the World Trade Organization (WTO) made headlines recently on the same day in The Globe and Mail (Honey, Scoffield). The WTO's interim ruling against the Canadian auto pact in October 1999 was in the news again a year later when the final ruling was made concerning the date on which the pact would be eliminated in its entirety (Scoffield). As of 19 February 2001, the auto pact will expire, and with it a vision of economic nationalism that seems to many to be out of step with the times. At the same time, the Heritage ministry announced details of its Canadian Magazine Fund, a "$150-million olive branch extended to magazine publishers to lessen the competitive blow from U.S.-based publications" (Honey 113). The fund was first announced in conjunction with the passage of an amended and toothless Bill C 55 in 1999, which was itself a response to an earlier ruling by the WTO on Canada's national magazine policy.

    Abuse in Ethno-cultural and New Canadian Communities
    To date, there exist no comprehensive studies examining rates of family violence in New Canadian and ethno-cultural communities. Smaller studies have explored rates of abuse in some specific communities but figures generated from these studies cannot be applied to a larger population due to their small sample size. A 1993 study of 64 women from four separate ethno-cultural communities in Montreal revealed that 69 percent of respondents experienced some form of abuse. (MacLeod, 1993)
    FOR WOMEN
    Many victims will not report abuse to police because of real or perceived experiences of racism when dealing with justice officials. Individuals from countries where the police or military have been instruments of state oppression often do not view police or other justice officials in Canada as a source of help.
    Some cultures may have rigidly defined gender roles, traditions, norms, and values that are not consistent with Canadian law and/or that may permit abusive behaviour against women and children. It can be difficult, therefore, for some New Canadian women to identify their circumstances as abusive.
