Canada Post Corporation and the Publications Assistance Program
On August 31st Department of Canadian Heritage Minister Liza Frulla announced that she had assigned funding to maintain the Publications Assistance Program at $49.4 million for the fiscal year ending March 31st 2006. However, shortly after the Minister's announcement, DCH announced a new PAP rate schedule which takes into account increased postage costs and an increased number of publications qualifying for assistance. As a result, the actual percentage of a qualified publication's postal costs covered by the PAP will be reduced effective November 1st 2005. To help publishers understand the combined financial impact of the new PAP rate schedule and the Canada Post January 1st 2006 rate increase, CBP has prepared this information sheet . Controlled circulation titles will feel the impact of the January 1st 2006 postage rate increase, but actual postage costs for paid and request titles will be further impacted by the reduced percentages in PAP funding.
