September 18 2002 "In a series of meetings across the drought stricken area of the prairies, we were told time and time again by farmers, that they simply didn't know where to turn to for information on finding feed," said Gord Friesen, Area Director for Mennonite Disaster Services. "Farmers are looking to connect directly with other farmers to establish fair pricing, farmer to farmer, and avoid the costs of brokerage. Many felt that with our experience in dealing with disaster responses, we could play a valuable and trusted role." The toll-free phone line, 1-866-637-3276 (1-866-MDS-FARM), is available immediately to accept listings. Farmers and ranchers can simply call in to the phone number, which will be staffed by Mennonite Disaster Service volunteers, to either list excess hay, feed grain, straw or temporary pasture they have for sale or rent, or to list a need for one or more of these. The phone volunteers will link the farmers directly based on product and location. Pricing, actual purchase arrangements and transportation will be negotiated directly between the farmers. "This ecumenical phone line is intended to compliment the commercial and governmental resources that are already in place," said Friesen. "Our primary goal is to assist farmers, especially cow-calf, dairy and grain/forage producers, directly connect with one another."

Additional Information Introduction Hemp ( Cannabis sativa ) has been cultivated for centuries as a source of fibre for rope, sail, and clothing. The seed was crushed as a source of oil, food and feed. Hemp leaves In Canada, hemp was used as a source of paper, fuel and fibre, until it was outlawed in 1937 under the Narcotics Control Act . Since March 1998, it can be produced in Canada under license with Health Canada. All producers, processors, researchers, contractors, and possessors of hemp must be licensed. Approximately 14,000 ha (34,000 ac) of hemp was grown for grain and fibre production in Canada in 1999, while 40,000 ha (100,000 ac) of fibre hemp was grown in Europe in 1998. Hemp is a tall (1.5-4 m or 5-13 ft) annual plant grown for grain and fibre. In well-structured soils, the plant can produce a 15-30 cm (6-12 in) tap root. In compacted or poorly drained soils, the plant produces more lateral fibrous roots. Leaves are palmate with 7-11 leaflets with serrated edges. Female hemp plant on left, male plant on right

Legislation in Canada Related to Experimental Animals Federal Legislation and Regulations A legal opinion commissioned by the CCAC in 1998, Legislative Jurisdiction over Animals Used in Research, Teaching and Testing and an independent study commissioned by Health Canada in 2000, The Protection of Animals Used for the Purpose of Xenotransplantation in Canada, both reach the conclusion that under the Constitution Act , the federal government does not have jurisdiction to legislate with respect to experiments involving animals as this is a provincial jurisdiction. However, the federal government is not totally absent from the field of animal welfare. The three areas in which the federal government has taken action are under the criminal law power, the health power and the spending power. The Criminal Code of Canada Section 446 and 447 of the Criminal Code protect animals from cruelty, abuse and neglect. This section of the Criminal Code has been under review for several years.
