Uncommon Security: Appraising the Special Joint Committee Report on Canada's International Relations
Simon Rosenblum To judge the Special Committee's report it is useful to have a benchmark for comparison. I will refer to two: the earlier (May 1984) Green Paper (Competitiveness and Security) and Project Ploughshares's analysis of "common security." The title of the Green Paper, Competitiveness and Security: Directions for Canada's International Relations, was a dead giveaway. That report was, in the words of a Toronto Star editorial, "a foreign policy for accountants." It assumed that solidarity with the U.S. is fundamental for security. It oriented Canadian foreign policy around two objectives (1) increasing economic competitiveness and (2) political security. The Canadian Conference of Catholic Bishops responded by suggesting the objectives of "global justice" and "global peace" as substitutes. Following the release of the Green Paper, a special parliamentary committee was set up to study Canada's international relations. It received 1232 written submissions, heard 461 witnesses, listened to 331 public participants, and organized 30 panel discussions. How well did it finally succeed? Let me list the positive aspects of the report, in no particular order, and then its shortcomings.

Within a couple of years of its establishment, CCRS was criticized by some of the provincial representatives on the Advisory Committee for spending too much time and money on the International aspects of remote sensing. Murray Strome and I devoted a lot of efforts in assisting External Affairs and the U. N. in trying to develop an international legal regime for satellite remote sensing. Lee Godby and later Jean Claude Henein spent a lot of effort in Africa trying to get ground stations approved there. CCRS scientists were frequently attending international meetings giving papers, promoting Canadian technology and bringing back important intelligence that was used to guide our future directions. This was a policy I had followed in my previous existence as an exploration geophysicist with the Geological Survey. 'Showing the flag' had been helpful to the Canadian geophysical companies in marketing abroad. In retrospect, this was not a waste of timequite the opposite! In later years, Canadian companies consistently exported more remote sensing technology than the government spent on remote sensing at home. This was, of course due to the great international marketing effort put forward by the Canadian remote sensing companies, but they all acknowledge the help originally provided by CCRS . Suffice it to say that Canada is now well known as being an important international contributor in all aspects of remote sensing.

Canada-US Relations
Because of our proximity and for political, social, cultural and scientific reasons, the US is probably the most important of Health Canada’s (HC) foreign partners. Considering the proximity of our countries, our shared and common health interests with the US and HC’s mandate, the Department interfaces with US government’s counterpart organizations (e.g.Department of Health and Human Services (HHS), Department of Homeland Security (DHS), Centers for Disease Control and Prevention (CDC), National Institutes of Health (NIH), Environmental Protection Agency (EPA), US Department of Agriculture (USDA), Consumer Product Safety Commission, Occupational Safety and Health Administration, US Drug Enforcement Administration (DEA), US Food and Drug Administration (USFDA), etc) on a continuing basis. These relations are based on established formal bilateral or multilateral institutions (e.g. NAFTA Sanitary and Phytosanitary (SPS) Technical Working Group on pesticides) and agreements (e.g. FNIHB’s MOU with the Department of Health and Human Services (HHS) on aboriginal health and HPFB’s MOU with the Food and Drug Administration (USFDA) on therapeutic products). Additionally, there is considerable informal organization-to-organization or person-to-person (e.g. between researchers) collaboration. Bilateral issues are usually dealt with directly with US counterpart organizations , with little direct involvement of the Canadian or American Embassies. Issues are also dealt with through multilateral institutions (e.g. World Health Organization (WHO), Pan American Health Organization (PAHO), OECD Working Group on Pesticides).

STRENGTHENING CANADA-UKRAINE RELATIONS

THE UKRAINIAN CANADIAN COMMUNITY Over the last century, Ukrainian Canadians have made a significant contribution to Canadian society and the enrichment of its socio-cultural fabric. The Ukrainian Canadian community has also maintained close ties with Ukrainians in Ukraine during their difficult fight for independence throughout the 20th century and, since 1991, their struggle to secure an independent and democratic state and a free market-driven economy. Currently, there are over one million Canadians of Ukrainian descent. REPORT OF THE STANDING SENATE COMMITTEE ON FOREIGN AFFAIRS ON EMERGING POLITICAL, SOCIAL, ECONOMIC AND SECURITY DEVELOPMENTS IN UKRAINE In June 2002, the Standing Senate Committee on Foreign Affairs submitted its Report on emerging political, social, economic and security developments in Ukraine. In this report, the Committee stated that: In 1991, as Canada celebrated the 100th anniversary of the settlements of Ukrainians in Canada, the Government of Canada became the first western nation to formally recognize Ukraine as an independent country. Since that time, Canadian policy has been to encourage and support the reformist attitudes towards a new and democratic state as indicated by Mr. Eugene Czolij, President of the Ukrainian Canadian Congress, in a joint declaration on continuing development of the special partnership between Canada and Ukraine signed 5 December 2001. The declaration states: "that the secure existence and territorial integrity of an independent, prosperous and sovereign Ukraine is in the fundamental interest of Canada and the entire international community

Bilateral relations - Canada
Bilateral co-operation on environment with Canada dates back to the 1975 Exchange of Letters which in addition to identifying the areas of co-operation of common interest to both sides also provided the mechanism (periodic high level consultations) to report and review on progress. These annual high-level consultations are co-chaired by the Director General for Environment at the European Commission and the Deputy Minister of Environment Canada. The most recent discussions took place in Brussels on 15 July 2002. These regular consultations continue to provide an effective forum in which both sides can discuss and advance co-operation on the environment. The overall EU-Canada relationship is based on three main documents:
  • The 1976 Framework Agreement for Commercial and Economic Co-operation
    created the Joint Co-operation Committee that meets once a year to overview the economic side of the relationship; The 1990 Transatlantic Declaration on EU-Canada relations builds on existing agreements and establishes a political framework for EC-Canada relations setting out the institutional framework The 1996 Joint Political Declaration on EU-Canada relations and Joint EU-Canada Action Plan is structured around four comprehensive chapters: economic and trade relations; foreign policy and security issues; transnational issues; and fostering links between the EU and Canada. PARLIAMENTARY ASSOCIATIONS Canada's international parliamentary relations are carried out in part through formal parliamentary associations and interparliamentary groups that operate on multilateral and bilateral levels to promote Canada's interests abroad on a continuing basis. The Parliament of Canada has twelve official parliamentary associations, each with clear objectives and goals in relation to their bilateral or multilateral activities. The five bilateral associations include: Canada-China Legislative Association Canada-France Inter-Parliamentary Association Canada-Japan Inter-Parliamentary Group Canada-United Kingdom Inter-Parliamentary Association ... Canada-United States Inter-Parliamentary Group On the multilateral side Canada is a member of seven associations, which include: Assemblée parlementaire de la Francophonie Canada-Africa Parliamentary Association Canada-Europe Parliamentary Association Canadian NATO Parliamentary Association ... Inter-Parliamentary Union Each of these interparliamentary associations is composed of members of the Senate and of the House of Commons. These members meet at annual meetings and elect executive committees to coordinate and direct their activities. These executive committees are responsible for planning and coordinating activities with their bilateral counterparts or with the international secretariats of the multilateral organizations of which they are members. Each parliamentary association has a secretary who is responsible for its day-to-day operations. He/she is assisted by the support staff of the International and Interparliamentary Affairs Directorate, that provides services to both Houses of Parliament. The secretary reports to the Executive Committee of the association.

Has the detection of high pathogenic avian influenza disrupted trade? A number of trading partners including Japan and South Africa have temporarily suspended the import of various poultry commodities from all of Canada, including live birds and poultry products, while other countries, such as the United States, have limited their restrictions to products from the Province of British Columbia. In addition, the European Union has confirmed that it will regionalise its measures, thereby limiting import restrictions to the Control Area in B.C.
