    From time to time I break ranks with mainstream conservatives. Whether it be religion or the environment, corporate welfare or gay marriage, I accept that there will always be a great deal of divergence of opinion within the conservative camp, and I will not necessarily always be on the same side of an issue as some of my contemporaries. For the most part such divergences don't bother me. Live and let live, and all that.
    In contemporary Canada, however, there is one issue which I simply cannot stand to see any sane conservative support, and that is the British Monarchy. That being said, I recognize the reality that monarchism and conservatism are not doomed to be forever united in Canadian politics. There are already many conservative republicans such as myself, and I don't doubt that there will be more and more as the years progress. Many conservatives today are quite openly starting to question the continued existence of an un-elected royal family in the context of 21st Century Canada, and thus challenge traditional "conservative" views on the subject.

    Constitutional Monarchy Of course, monarchs did not want to give up their power and often resorted to violent means to keep it. In the 18th century, for example, the United States declared its independence and fought a war against the British Crown. As a result, the American head of state is not a monarch but an elected President, and the United States is a republic. The Role of the Lieutenant Governor In Canada the monarch's representatives are the Governor General at the federal level and the Lieutenant Governor at the provincial level. The Governor General in Council (in practice, the Prime Minister) appoints each Lieutenant Governor for a period of five years, and the federal government pays his or her salary. The Lieutenant Governor does not belong to a political party and does not favour one party or its policies over another's. While their modern role appears to be largely ceremonial, Lieutenant Governors have the power, under extraordinary circumstances, to force a government to resign and call an election. Thus, Lieutenant Governors are an important part of our Constitution. Here is how one writer describes their role.

    Nearly all Canadian households (over 99 percent) have at least one telephone, which connects them to a sophisticated telecommunications network. Most domestic service is provided by The Stentor Alliance, a consortium of nine provincial telephone corporations (seven private, two public); Qu©bec-T©l©phone is an associate member. The consortium also includes Telesat Canada, a corporation established in 1969 by Ottawa and private firms to provide commercial communications via satellite. In 1972 Telesat launched the world’s first stationary communications satellite designed for domestic commercial use. Called Anik I, from an Inuit word for “brother,” the satellite helped provide television and telephone service to remote northern Canada. Numerous satellites have been put into orbit since that time. Teleglobe Canada, another corporation with mixed public and private ownership, provides international telephone service.

    It is my distinct pleasure to join with Members of this League here in Qualicum this afternoon as a special opportunity to recognize outstanding Members who are representative of all of you here, who are to be honoured with Her Majesty's Golden Jubilee Medal. The commemorative Jubilee Medal is part of an Honours System that was established during Canada's Centennial Year in 1967 and which, with the Order of Canada as its centrepiece has grown in stature and the scope of recognition accorded to our citizens in the ensuing 35 years. Those being honoured today receive a significant Medal featuring a Golden Maple Leaf with the dates 1952 to 2002 on the Reverse with an image of Her Majesty on the Obverse, suspended from a Royal Blue Ribbon and proudly striped in Canada's red and white. I believe that it would have been impressive enough had Her Majesty served with distinction in a single jurisdiction for five decades, but as you are all aware, in addition to being Queen of Canada, Queen Elizabeth the Second is Monarch of 15 additional Sovereign Nations and Head of a Commonwealth of 54 Countries! So, as Sovereign, Her Majesty has more than has excelled, She has taken in stride the many demands and fulfilled her role with dignity, hard work, and Majesty and has earned our honest respect, our thanks.
