Constitutional Monarchy versus Republic
It is important to note that this argument has more to do with the symbolism of Canadian government rather than its actual workings. While the monarchy is theoretically the source of authority in Canada, in practice it does not hold any real power. Its position is mainly symbolic. Hence, the issue being debated is whether or not to maintain a monarchy as the symbol of national authority and identity.

    Canada’s system of government is modeled largely after Great Britain's government. One of the most important characteristics of the Canadian government is that it is a “constitutional monarchy.” Constitutional monarchy means that a monarchy (a King or Queen) reigns according to the limits imposed by a country’s Constitution. While Canada has a monarch presently, our Constitution and convention places all of the power of the Canadian government into the hands of the Prime Minister and his cabinet.

Although Canada has been a self-governing "Dominion" in the British Empire since 1867, full legislative independence for Canada was established only in 1931 by the Statute of Westminster.     PRO: The time has come to cut our institutional ties with England. While this would not mean leaving the Commonwealth, it would entail creating a Canadian head of state. Support for having a foreign head of state is draining away, except among a minority of Canadians of British descent. Currently, less than 40% of Canadians are descendants of people from the British Isles - including the Irish and Scottish. Anglo-pride in the monarchy is understandable, but it is now firmly in the minority, and, as always, completely in contradistinction to the feelings of French Canadians, and immigrants to Canada from other parts of the world.     This National Angus Reid Poll was conducted by telephone between January 22 nd and 26 th , 1996 among a representative cross-section of 1511 Canadian adults. The actual number of completed interviews in each region was as follows: B.C. - 200; Alberta - 135; Manitoba/Saskatchewan - 127; Ontario - 528; Quebec - 400; Atlantic - 121. These data were statistically weighted to ensure the sample's regional and age/sex composition reflects that of the actual Canadian population according to the 1991 Census data. With a national sample of 1511, one can say with 95 percent certainty that the results are within +2.5 percentage points of what they would have been had the entire adult Canadian population been polled. The margin of error will be larger within regions and for other sub-groupings of the survey population.

  • Canada is a constitutional monarchy. This means that the powers of the monarchy in Canada are limited by the Constitution. The Constitution is a set of basic principles, laws and rules that explain the powers and duties of the government and the rights and freedoms of the citizens. Our formal head of state is a monarch. Our monarch is now Elizabeth II, who is also the Queen of the United Kingdom. As our Queen does not live in Canada, she appoints, under the advice of our Prime Minister, a Governor General to represent her authority in Canada. The Governor General is usually appointed for a five-year term. At one time, the Governor General had a lot of power in our government, but this is no longer the case. The office of Governor General is now largely ceremonial. It is also true that the Governor General has the responsibility of choosing the Prime Minister, but he or she is bound to choose the leader of the majority party in the House of Commons.

    Canada's system of government is based on the Westminster style of responsible government in which the executive sits as part of the legislature and is accountable to an elected House of Commons or provincial legislature. The manner in which Canadians govern themselves involves three defining characteristics: a constitutional monarchy, federalism and parliamentary democracy. Constitutional Monarchy As Canada is a constitutional monarchy, the executive authority of government is vested in the Crown, and exercised on the advice of the Prime Minister of Canada or provincial Premier and his or her Cabinet. The Crown is personified by Her Majesty Queen Elizabeth II, and represented in Canada by the Governor General, and at provincial level by Lieutenant Governors. Royal Assent is required before federal or provincial legislation becomes law. Federalism Canada's ten provinces and three territories comprise a federation that is distinguished by a distribution of powers between the federal Parliament and the legislatures of the provinces.

    ON FILE Australia and the Monarchy No easy answers Proponents of direct election failed to win the support of a majority of delegates to the Constitutional Convention and, in the end, a compromise solution was reached. Known as the Turnbull model, it involves replacing the governor general and the governors in each of the six states by an Australian-born president. A single candidate would be proposed by the prime minister, but the nomination would need confirmation from a two-thirds majority of both houses of the federal Parliament. Supporters of this model point out that it will compel the prime minister to nominate a non-partisan candidate of high calibre. It will also require consultation with opposition parties to ensure that the candidate has all-party support, because no government has held a two-thirds majority of both Houses since the end of the Second World War. To ensure that the nominee is non-partisan, the Turnbull proposal requires that the person must not have held elected office in the previous five years. A
